Item The economic cost of motorcycle accidents in Iloilo CityBrodit, Vyel Marie C.; Maghopoy, John Martin F. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2016-06)The increasing number of motorcycle accidents in the Philippines is a serious concern. Every accident involves costs, especially among the people involved. Using the Human Capital Approach, this study estimated the cost of motorcycle accidents in Iloilo City, focusing on the cost incurred by those involved in the accident, including the motorist, the passenger of the motorist, the driver of the other vehicle, and the pedestrian. Costs were also estimated according to the severity of the injury. Cost data were collected from 101 study participants who were involved in 92 separate motorcycle accidents in Iloilo City in 2015. The costs estimated include medical costs, productivity loss, property damages, accident settlement, other costs, and pain and suffering. Results show that the total cost of the motorcycle accident was P82,507,768.25 or P26,377.16 per accident victim. The motorists incurred the largest cost at P36,897.51 per victim and the passengers incurred the least cost at P 6,910.93 per victim. The medical expenses comprised 46 percent of the total cost, highlighting how motorcycle accidents pose a grave threat to health and to the household economy. Seriously injured victims incurred P170,594.98 per accident, while victims with minor injuries incurred P 9,002.29 per accident. The study recommends for: 1) strict enforcement of road safety and traffic rules and regulation; 2) identification of areas where motorcycle accidents are common and studying the physical layout of the area that could have contributed to the accidents; 3) studying the factors contributing to motorcycle accidents; 4) including the cost of motorcycle accidents on society in future similar studies; and 5) the estimation of the optimal number of motorcycles on the road, which could guide traffic program design.Item Factors that increase the risk of acquiring sexually transmitted diseases among Panay-based male Filipino seafarers: A cross-sectional study on occupational factors, sexual practices and experiences, and knowledge status that increase the risk of acquiring sexually transmitted diseases among male Filipino seafarers undergoing Panay-based training in December 2002Briones, Kaynor; Donato, Diana Louise; Lim, Natania Jayne; Lopez, Clarissa Linda; Wong, Darlene (Division of Biological Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2003-03)This is a cross-sectional study that aims to determine the association between the presence of sexually transmitted diseases and the occupational factors, sexual practices and experiences, and knowledge status of male Filipino seafarers with sea experience, undergoing Panay-based training during the month of December 2002. Questionnaires were distributed to 236 respondents. The respondents were divided into two main groups: a) seafarers with a history of sexually transmitted diseases, and b) seafarers without a history of sexually transmitted diseases. Results showed that 13.56% of the respondents have history of sexually transmitted diseases. There is a significant relationship between the presence of history of sexually transmitted diseases of the seafarers and the following: their income, department, number of years of sea experience, having sexual encounters in ports, lifetime total number of sex partners in ports, and regular use of protection during sexual encounters with women in ports. However, there is no significant relationship between the presence of history of sexually transmitted diseases of the seafarers and the following: their age of start of sea experience, longest period of stay in a single port, most number of visits in a single port, type of sex partners in ports, and knowledge status. Male seafarers have emerged among the more vulnerable groups to sexually transmitted diseases. As the number of male seafarers in the country increases each year, more attention must be given to their health and welfare.Item Value chain analysis of Lampirong (Placuna placenta) in Oton, IloiloBito-on, Edrian T.; Haro, Errielle Nicole M. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2023-06)Lampirong (Placuna placenta) is a highly valued bivalve in the Philippines due to its economic value. It was once abundant in Oton and was overexploited, leading to its stock depletion. Southeast Asian Fisheries Development Center’s (SEAFDEC) efforts to enhance the stock in Oton resulted in the resurgence of lampirong stock and industry. The lack of transparency in the lampirong industry and studies on the linkages between the actors in the lampirong business have gotten little to no attention following the resurgence of lampirong and the recovery of the shell craft industry after the depletion. A Value Chain Analysis (VCA) was conducted to evaluate the overall performance of the local lampirong industry following the stock enhancement. Using an interview schedule, the researchers gathered primary data from a total of 20 study participants. They were interviewed in the month of May and were grouped according to the tasks they carried out. The biggest player of the chain turned out to be the Institutional Buyers as they are the bulk buyers and sellers of lampirong in the market. The industry resembles a competitive market as the majority of participants were price takers and the products are homogenous. As the lampirong transforms from raw to processed forms, its net added value increases as it goes through the various actors. Lampirong processing incurred the highest cost but also generated the highest value-added. Diving lampirong was performed by men while processing and trading were dominated by women.Item An analysis of fiscal decentralization: The case of Cadiz City, Negros OccidentalBaynosa, Rogelita P.; Toque, Narciso R. (Division ofSocial Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2002-03)Decentralization has been an issue in the late twentieth century. Developing countries have shifted toward more decentralized forms of government that promises to change their political life in profound ways. The Philippines has decentralized its government through the enactment of the Local Government Code of 1991. This has brought changes to the Philippine governance. The code legislated the creation of local government units such as regions, provinces, cities, and municipalities with which the central government devolved its major power and authority. In this study, an attempt is made to discuss the issues and problems of fiscal decentralization in developing countries, specifically the Philippine experience. A review of the Cadiz City experience substantiates the discussion on decentralization. Taking the case of Cadiz City as a microcosm of the Philippine experience with decentralization as a whole and that of the developing world’s in much broader scale, this study presents an analysis of the realities of fiscal decentralization, which is the core of the devolution program in the Philippines. The data gathered show that although Cadiz City government had been granted the autonomy to manage its own affairs, it remains dependent on grants and allotments from the central government instead of maximizing the fiscal powers being devolved to it, specifically, its revenue-raising power. Moreover, the data on the local government’s allocation of its financial resources during the years 1997-2000 show that it has been efficient in terms of providing basic public goods and services to its constituents but not in terms of empowering the community people to participate in advocacy, decision-making, and other activities of local governance. The data also show that politics played a great role in the implementation of various development programs, projects, and activities.Item The wealthy and the well-born: How political elites affect faction formationBedia, Laurice Amy C. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2010-04)This paper is a study on the roles of two types of political elites, the landed elites and the business elites, on the different stages of faction formation. Factions are formed because of the desire of politicians to win in elections. The stages of faction formation are the recruitment of members and the selection of candidates for elections, definition of faction activities, decision-making on local policies and ordinances and the management of resource flow for the survival of the faction. The ways the two types of elites affect faction formation differ since the resources available to them also vary. Through interviews with sixteen political elites, eight of which were landed elites and eight were business elites, the study was able to determine the ways in which political elites affect faction formation. Landed elites affect faction formation by influencing the recruitment of members and decision-making of local ordinances through their financial contributions, experience, and political support from relatives in politics and business partners. Business elites on the other hand affect faction formation through providing significant financial contributions for faction activities and recruitment of members. The diversity of the resources of landed elites enables them to have greater effect over faction formation.Item Political participation of the differently abled in the association of disabled persons-Iloilo (ADP-1)Basco, Ellinore Joseph; Pabelico, Rhemia Lee C. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2006-03)The study is done in order to determine how the differently abled in the Association of Disabled Persons in Iloilo (ADP-1) participate in political activities and to examine the factors that influences the extent of their political involvement. The objectives of this study are: (1) to describe the political participatory acts that the differently abled are engaged in, (2) to determine the extent of their participation, (3) to identify the factors that influence their involvement, and (4) to find out the impediments to their political involvement. The study was a descriptive-analytical that made use of survey, focused group discussion and key informant interview. Through stratified random sampling without replacement and proportional allocation, the study involved sixty-five (65) PWDs as respondents. The study made use of Key Informant Interviews to exact the views from different concerned agencies of the government tasked to implement the Magna Carta for the Disabled Persons and the Accessibility Law. Non-parametric statistics was used in data analysis with five point rating and Likert scales measuring the level of awareness, trust, efficacy and extent of political participation. The statistical tools employed to determine the relationship of factors identified to political participation were Cramer’s V, Contingency Table, Gamma and the Spearman’s rank order Rho. The findings of the study showed that large number of differently abled persons is involved with participatory acts such as voting, communal activities and contacting public officials. They opt to participate in activities in consideration to whether it is regularly held, non-costly to participate, accessibility and distance of the activity where it took place, can directly influence the official’s public policy, if specific programs and policies include their welfare and concerns and if activities may caused bodily threat. The majority of the respondents infrequently employed the other participatory acts due to lack of time and opportunities for participation and they also have livelihood to sustain. The findings also showed that most of the PWDs have low levels of political participation. Moreover, educational attainment and the disability of the person were strong predictors of political participation. In addition, awareness of rights, trust in governance and the association as well as political efficacy has a weak though, positive relationship with political participation. Furthermore, the study also confirmed the existence of structural and attitudinal impedances such as negative attitudes towards the differently abled, inaccessibility of voting centers, lack of support or assistance programs and weak implementation of the Magna Carta and Accessibility Law for the differently abled that hinders the political functioning of differently abled persons as citizens and their full integration to the mainstream society. In view of the findings of this study, recommendations of the researchers include the use of special education (SpEd) Centers as voting precincts for the differently abled voters, the active involvement of the ADP-I in local government development programs, creation of the Office for Persons with Disabilities (OPDA). Future studies regarding the involvement of the differently abled in governance should focus on the differently abled women’s situation in development and political involvement or gender issues, and the perception or attitudes of the public towards the competency of differently abled elected officials and voters.Item The practice of responsible journalism in the newscasting format of TV Patrol PanayBangud, Colen D.; Villacastin, Gretchen C.; Villanuvea, Froilene C. (Division of Humanities, College of Arts and Sciences, University of the Philippines Visayas, 2014-03)It is often a battle between public service and public interest that calls on the core standard of responsible journalism. TV Patrol Panay is a tabloid newscast format, a form of television programming that has a strong leaning towards sensationalizing news. This research, however, seeks to find a systematic pattern as to whether a tabloid news program, such as TV Patrol Panay, does practice responsible journalism, despite the common presumption about tabloid practices. A systematic quantitative content analysis was used to scrutinize the practice of responsible journalism in the tabloid newscasting of TV Patrol Panay. In the endeavour to measure the concentration of responsible journalism practice in TV Patrol Panay's tabloid newscasting, a quantitative content analysis was applied in the calculation of the news program’s violations against the Journalist's Code of Ethics. The same procedure was applied to the calculation of the news program's tendencies towards tabloid practices. The results were then given percentual readings and were qualitatively analyzed and discussed. Results reveal that TV Patrol Panay practices responsible journalism despite its tabloid news format. Nonetheless, its news program contains negative aspects of tabloid and follows the descriptive format of tabloid. TV Patrol Panay in tabloid newscasting format practices responsible journalism. Its news program contains negative aspects of tabloid and follows the descriptive format of tabloid. It can hereby be deduced that although the tabloid news program is associated with the turning down of high standards of journalism (Alotaibi, 2013), the results showed that not all news programs that are tabloid in format do not and refuse to bear with the high ethical standards of television journalism.Item Income an employment structure of households in the coastal barangays of Miagao, IloiloBacalocos, Kezzie Lyn R.; Camit, Rizalee L. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2010-04)This paper was designed to describe the income and employment structure of the households in the coastal barangays of Miagao, Iloilo. Data were gathered through face- to-face interviews with 303 household heads from the six barangays identified by the Municipal Planning and Development Office. There were a total of 1,867 household members, where 1,086 belonged to the working age group. The data gathered were analyzed using descriptive statistics such as frequency counts, averages and percentages. Results showed that despite being near the sea, the households were not dependent on it for their income and employment. The proportion of professionals was low. Most household members in working age worked in the past in non — professional jobs, mostly in contractual terms. Similarly, most were currently employed in skill-related jobs such as in construction and mechanics. The proportion of females out of work is greater than the males. The monthly household income ranged between 0 to Phpl6, 300. The majority of households have an average income of P7, 343.19. Income diversification program is needed in the area. The women who are willing to work can be targeted for livelihood program and skills training. Information on jobs and skills training available must effectively disseminated in the barangays.Item Socio-economic impact of TV product advertisements to the taste and preference and level of concumption of University of the Philippines-Visayas' College of Arts and Sciences' studentsAspiras, Marvin Arcangel (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2010-03)The principal purpose of this paper is to uncover the advertising-consumption relationship. In view of this, the following research objectives were pursued: (1) determination of the level of exposure, awareness and knowledge of college students towards TV product advertisements, (2) identification of the different TV product advertisements’ elements affecting the taste and preference of college students, (3) determination of the effects of TV product advertisements to the taste and preference of college students, (4) verification if TV product advertisement is a significant factor affecting the level of consumption of college students and (5) identification of other significant factors affecting the consumption levels of college students. Qualitative and quantitative approaches were employed through logistic and linear regression method. The study was carried out by administering questionnaires among 120 college students. The researcher found out that the respondents generally have low exposure but relatively high level of awareness and knowledge to TV products advertisements. Moreover, the researcher found out that storyline/theme, actor/actress/models and punch line/dialogue ranked the first three highly significant elements affecting the respondents taste and preference. Consequently, the researcher determined that an increase in the level of awareness and knowledge of the respondents increases their taste and preference increases as well. Lastly, by logistic regression the researcher found out that for every unit increase in the number of hours of watching TV, the chance of consuming toothpaste or shampoo is increased by 615.2%. On the other hand, by linear regression, taste and preference was found to be significantly affecting consumption both for advertised shampoo and toothpaste products.Item Unemployed college graduates' perception of the existing unemployment condition in the countryArroz, Mizpah B.; Duarte, Iris Faye M. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2005-04)The study seeks to know how the unemployed college graduates perceived the existing unemployment condition in the country. Forty-five (45) unemployed college graduates in the town of Miag-ao, Iloilo served as respondents of the study. Majority of them were between 20-25 years of age. Interview schedule was used in gathering data. Data were analyzed using frequency counts and percentages. Results show that generally, unemployed college graduates of Miag-ao, Iloilo have a positive perception that they can find a job. Work experiences, high educational attainment and personal connections were the reasons of respondents that they will be employed in the future. However, steep competition and rigid requirements set by agencies and companies turned out to be the reasons for unemployment. With regard to job preferences, most of the respondents wanted to work in government agencies because it offers more benefits compared to private agencies. It further reveals that working abroad is the best resort for employment. Majority has plans of finding job outside the country for it offers higher salary and more job opportunities than in the country. The researchers recommend that further study be conducted regarding college graduates' perception of the unemployment condition in the country. The Local Government or Non-Government Organizations also in the community could initiate programs or activities that would give these individuals income while they are still unemployed
