    #Communitypantry: Perceived impact of online public opinion on government policy amongst college students and local government officials of Iloilo City

    Public opinion, accommodated through public policies, is a precondition to democracy. This study aimed to determine the perceptions of college students and local government officials concerning the impact of public opinion and online activism on Iloilo City’s COVID 19 pandemic responses, specifically on community pantries. It probes how public opinion expressed through the social media trending topic of community pantries shaped local government responses. A descriptive design was employed to determine the perceptions of the college students (n=108) and local government officials (n=3). Hybrid quantitative-qualitative research approach was used thorough survey, interview data and online archives (i.e.., social media postings and news reports). Major findings include: college students perceive moderate effectiveness of public opinion in influencing government policies but depict overall low Twitter outputs; local government officials perceive public opinion as essential in governance but not as important as directives from the national government; and the city's local government officials have reservations about social media-conveyed public opinion’s direct effect on pandemic-related policies. Employing the Normative Framework of Democratic Theory that deals with the foundations of democracy, democratic institutions, and policy deliberation processes, the theory explained how respondents & key informants varied in their perception of social media as a tool for public policies.

    University-town: An analysis of the coping mechanisms of the UPV-generated stakeholders to the effect of academic calendar shift

    The University of the Philippines in the Visayas-Miagao (UPV Miagao) occupies a large part of the municipality of Miagao’s land area. Its population of students, teachers, and staff also comprise a big chunk of the town’s total population. The university has also assumed an important economic role in Miagao by generating jobs for the locals and providing additional tax income to the local government. The university and the municipal government of Miagao have developed ties and communication, which has become a vital element of this town-gown relationship. To strengthen the bond, activities like the UPV-Miagao Friendship Day is even celebrated. However, when the university shifted its academic calendar for the school year 2014-2015, creating a four month-break and affecting the UPV-generated stakeholders, no formal communication was exchanged between the two parties. Using the university-community framework by Martin (2002), the research will start by analyzing the major stakeholders of the university. In reference to the academic calendar shift, this study will analyze the effect of such shift on the tricycle drivers, boarding house owners, business owners, laundry service providers and the municipal government. The study will also examine their coping mechanism to the said change. The paper will employ survey, interviews, focus group discussions and field note observations to gather all necessary data.

    Inactivity: A phenomenological study of jobless college graduates

    The study investigated the reason behind joblessness among college graduates. To provide ample data, four participants consented to participate in the study. Participants were two males and two females. Two participants came from affluent families and two from poor families. For detailed responses, the interview schedule included four topics: (1) infantilization, (2) concept of work, (3) social comparison, and (4) subjective well-being. The interview schedule consisted of open-ended questions and possible probing questions. The responses of the participants were analyzed using Interpretative Phenomenological Analysis. Results show that joblessness of the participants was due to circumstances that prevented them from having stable jobs and which they did not overcome. Evidence of being infantilized was apparent in only one participant. Participants understand the value of hard work, but have different priorities in life. Results show all participants feel inferior when compared to their employed counterparts. AU four participants are not satisfied with their lives, and are aware that a lack of a work domain in their lives contributed to this. Two participants choose to ignore unpleasant feelings about their current situation so they can enjoy their lives more.

    Constraints and challenges on the use of emerging media among public high school teachers

    When the COVID-19 pandemic hit the Philippines, the Department of Education implemented distance learning which is primarily module-based to accommodate those that do not have the resources. However, literature has shown that teachers still use emerging media in order to communicate with their students. This study aimed to find out the constraints and challenges experienced when using emerging media during distance learning. It was guided by the social presence theory which centers on the differences in the degree of social presence using telecommunications media and how these differences affect the communication in terms of constraints and challenges. Using quantitative research design and a descriptive survey method, public junior high school teachers were given survey questionnaires to report their experiences on the use of emerging media. The results of this study revealed that emerging media plays a significant role despite distance learning being modulebased. The challenges are caused by the digital divide that led to the lack of budget and technological infrastructure while constraints are more concerned with the intimacy and immediacy depending on where the type of emerging media falls on the social presence scale. Overall, the challenges and constraints encountered by the respondents in using emerging media affects the communication and by extension, the teaching and learning experience in distance learning.

    Comparison of the prevalence of error of refraction and color blindness among private and public primary pupils in Nueva Valencia, Guimaras

    Refractive error is the number one cause of childhood blindness in the Philippines with a prevalence rate of 53% (3rd National Blindness Survey, 2004). Color blindness is an abnormal condition characterized by the inability to clearly distinguish different colors of the spectrum. This is a descriptive cross-sectional study aimed to assess the visual acuity using the Snellen Chart and prevalence of color blindness using the Ishihara pseudochromatic plates, among private and public elementary school pupils in Nueva Valencia, Guimaras. A total of 324 elementary pupils were included, 113 of them belonged to private school and 214 belonging to public school. The prevalence for both error of refraction (83/63) and color blindness (52/60) is significantly higher in private school than in public school. Age is a factor in developing both disorders. There is a direct correlation between higher income, and error of refraction and color blindness. Several factors could attribute to the results, including diagnostic procedures and lifestyle of the pupils. This study should help raise awareness regarding error of refraction and color blindness to the public, most especially to the parents who tend to neglect the visual performance of their children.

    A comparative study on the political awareness and level of trust to the government in relation to the level of political participation of in-school and out-of-school youths in Miag-ao, Iloilo

    This study sought to determine, compare, and analyze the political awareness and the level of trust to the government in relation to the level of political participation of the inschool and out-of-school youth in Miag-ao, Iloilo. Specifically the study tried to identify the political awareness of both in- school and out- of- school youth and the factors that influence their political awareness. It likewise sought to determine the differences in the political awareness, level of trust to the government, and level of political participation of both in- school and out- of- school youth. The study also sought to find out if the level of trust to the government affects the level of political participation of the respondents. One- hundred three (103) in- school youth were selected by simple random sampling from Miag-ao National High School and twenty- one (21) out- of- school youth were selected by employing the snowball sampling from the barangays that compose the poblacion area of the municipality of Miag-ao served as the respondents of the study. Likert scale was used to measure the respondents’ level of trust to the government and level of political participation. On the other hand, a “yes- no scale” was used to measure the political awareness of both respondents. The Mann-Witney Non Parametric test and the Chi-square test were used to analyze the results of the study. Research results showed that age does not affect the political awareness of the respondents but on the other hand, results of the study also showed that sex and educational attainment affect the respondents’ political awareness and that these two factors serve as a determinant of political awareness Comparing the results of both in- school and out- of- school youth showed both sets of respondents are politically aware, for their averages fall above the 50% line but the in-school youth showed a higher level of political awareness as compared to the out-of-school youth. In terms on their level of trust to the government, both respondents are undecided if they trust the government. Research results from the level of political participation of the in-school and out-of-school youth showed that both respondents agree that the youth should be politically participate. Lastly, the results of the study showed that the respondents’ level of trust to the government does not affect their level of political participation

    The agricultural education outreach project in Aklan: Barangay Sibalew, Banga

    This study uses the concept of agricultural extension as a catalyst of change for rural development. Suffice it to say, the objective of agricultural extension is to provide the rural people the appropriate information, technology and values to make them self-reliant in the context of their own environment. However, the realisation of this goal is dependent on the extent of acceptance and participation of the rural people themselves. In this study, the Aklan Agricultural College-Agricultural Education Outreach Project in Aklan is supposed to bring self- reliance among the farmers of barangay Sibalew, Bangs by effective transfer of appropriate technology. Based on the principles of extension service, it has been determined that the A.E.0.p project in Sibalew, particularly its economic and social services, has been instrumental in improving the productivity and income and broadly, the social and economic aspects or the farmers life. Needless to say, the A.E.0.P-introduced technologies have been embraced by the majority of farmers in the barangay--which exemplifies the effectiveness of the A.E.O.P project.

    Locus of control of male adolescents with imprisoned fathers: Its relation to their academic adjustment

    This study sought to determine the kind of locus of control of the respondents and the level of academic adjustment as seen in their grade point averages. The researchers aimed to find out if there exists a relationship between locus of control and academic adjustment of these male adolescents with imprisoned fathers. This study was patterned on a previous research on the relationship between the same variables but this study utilized a different instrument and respondents came from Iloilo province. Fifteen (15) college students whose fathers were imprisoned at the time that they were enrolled served as respondents of the study. All respondents came from Iloilo, 33% of which are from Iloilo City and the remaining 67% are from the municipalities. Their ages range from 17-24. Respondents were selected using the snowball method. Respondents were asked to answer the Trice Academic Locus of Control Scale. The scale is composed of 28 items answerable by true or false determined the kind of locus of control of these male adolescents with imprisoned fathers. In addition, the respondents were asked to submit their copy of grades of the previous semester to determine how well they adjust academically. The computed Pearson Product Moment Correlation is r=0.26 with a rcrit=0.441 at 0.05 alpha. This signifies that indeed there is a significant relationship between locus of control and academic adjustment of male adolescents with imprisoned fathers. However, it revealed a weak positive correlation between locus of control and academic adjustment. The findings imply that locus of control is not the sole cause or factor for academic adjustment. The cause or source of a well-adjusted academic performance of male adolescents with imprisoned fathers may therefore be attributed to other factors such as economic and social support coming from family and friends. Such factors could even lead to a poor academic performance. Lastly, academic adjustment and locus of control vary among the respondents, which suggest individual differences among them

    A content analysis of 12 episodes of the radio comedy-drama Toyang Ermitanya

    This study “A Content Analysis of the Radio-Comedy Drama Toyang Ermitanya” aims:(1) to identify the various issues presented in the 12 episodes of the drama (Episodes 256-267, aired in July 2003); (2) to classify the issues into different categories such as political, social, economic, religious, educational and others (gender issues); (3) to determine which of the six categories are frequently raised, and; (4) to determine whether or not the drama reflects social reality. The researchers used a sell-devised descriptive code sheet in analyzing and categorizing the issues that are presented in the drama. They set six categories where each issue would fall. Percentage distribution was used to determine which among the six categories is frequently raised. They also provided actual samples of the issues under each category, quoted in the Hiligaynon language with its corresponding translation in English. Researched on the events that happened in July 2003--the time when the 12 episodes were aired over Bombo Rady Iloilo— were then related to the issues that were presented in the 12 episodes of the drama in order to determine whether or not Toyang Ermitanya reflects social reality. This study is significant for it provides an in-depth treatment of the societal issues, thus, making people aware of the prevalent issues confronting the society at the same time. Second, it serves as an important tool in analyzing the role of media in presenting various issues of the society in a manner that almost everyone can relate to. In the process, it will guide media practitioners in producing a satirical program that will catch the interest, and at the same time, meet the need of the society in terms of information and entertainment. The researchers identified 163 issues that were raised in the 12 episodes of the drama Toyang Ermitanya. Results of the study show that social issues are frequently raised in the drama. It is followed by political, economic, religious, others (gender issues), and finally, educational which got a zero percentage. Using the Cone-effect theory, the study shows that Radio Comedy-Drama Toyang Ermitanya reflects social reality. The study would have been better if the researchers interviewed the producer/ scriptwriter of Toyang Ermitanya. For future researchers, the researchers recommend that research on another radio drama be done to further validate this study’s claim that radio dramas are not only for entertainment, but, are also a good source of information and reflect social realities.

    Study and stream: University students' behavior on online academic learning and their motivations for binge-watching on Netflix

    The Covid 19 pandemic brought Netflix to unprecedented heights, especially among people aged 18 to 24. The remote setup of learning enabled students to multi-task between their schoolwork and non-academic activities. In particular, this study looks into the phenomenon of binge-watching among communication students from a selected university who are direct subscribers of Netflix. Using the framework designed by Panda and Pandey (2017) on the motivations and outcomes of binge-watching among college students, this research investigates if there is a relationship between the university students' behaviors on online academic learning and the factors that motivate them to binge-watch TV shows/series on Netflix. The research design is quantitative in nature and data analysis utilizes the Pearson's R correlation. Findings show a moderately small, positive correlation between the university students' behavior towards online academic learning and their motivations to binge-watch TV shows/series on Netflix. This means that progress in the student's behavior on online academic learning signifies an increase in their motivations for binge-watching.
