    Willingness to pay for the barangay loudspeaker system as an early warning device among the residents of Sebaste, Antique

    The municipality of Sebaste in Antique Province is along the path of strong typhoons that can cause damage to lives and properties. The likely effects of these typhoons and other natural or man-made disasters can be mitigated by prompt information dissemination and early warning devices. Correct information and warnings that reach people at the right time can help them prepare for the impending disaster and avoid its likely effects. In Sebaste, there is no community-wide early warning system. This study focused on the value placed by the local residents of Sebaste, Antique for the establishment of an early warning device in the form of the Barangay Loud Speaker System (BLS) by estimating their willingness-to-pay (WTP) using Contingent Valuation Method. A total of 320 study participants representing their households, equally distributed in eight barangays of Sebaste, Antique were interviewed in January to March 2017 using a pilot-tested interview schedule. Seventy-five percent of the study participants were willing to pay for the BLS. The binary logit regression showed that bid price was the only factor that significantly (and negatively) affects WTP at 1% level of significance. The estimated monthly mean WTP with and without adjustment for the level of certainty were P68.00 and P60.75, respectively. The monthly Social WTP with and without adjustment for the level of certainty were Pl84,084.16 and Pl62,293.63, respectively. This study recommends that the local government of Sebaste should invest in the establishment of the BLS in each of 10 barangays of the municipality.

    Willingness-to-pay for the conservation of mangrove site in Dumangas, Iloilo

    This study was designed to determine the willingness-to-pay of the residents of Dumangas, Iloilo for the conservation of the existing mangrove sites in their area. Data were gathered through personal interviews using an interview schedule among 240 household representatives equally distributed in six barangays: three coastal, three noncoastal. Results of the study showed that most of the study participants were aware and knowledgeable about the existence of mangroves, its uses and benefits. The popular barangays identified to have mangrove sites included Sapao (31.33%) and Ermita (32.92%). Using dichotomous choice willingness-to-pay method with randomly assigned bid prices, results showed that most of the study participants both from coastal (89.17%) and non-coastal barangays (91.67%) were willing to pay for the conservation of mangroves. The main reason cited was that they want to participate in programs by the local government that aims to conserve the environment. When adjusted to level of certainty, there was slight difference in the number of study participants who were willing-to-pay; mean willingness-to-pay amounted to Php 86.47 without adjustment to level of certainty and Php 76.17 when adjusted to level of certainty. Knowledge index rating, civil status and bid price were the significant factors that affect the willingness-to- pay without adjustment to level of certainty at 5% level of significance. When adjusted to level of certainty, knowledge index rating (5%) and bid price (1%) were the significant factors. Annual surcharge in Community Tax is the preferred payment vehicle of the study participants for the conservation.

    Socio-economic conditions and LGU responses to urbanization of the municipalities of Leganes, Oton, Pavia, and San Miguel before and after the formation of Metro Iloilo-Guimaras Economic Development Council (MIGEDC)

    Urbanization is a process which promotes economic growth and development. On the other hand, it has its corresponding externalities spilled over from the urban areas to the adjacent locales. One of the management strategies used by the local government units (LGUs) in order to address the overwhelming consequences of urbanization is alliance formation. Limited studies were conducted to establish socio-economic contributions of urbanization to the suburban areas. This study aims to describe and compare the socio-economic condition and LGU responses to urbanization of the municipalities of Oton, Leganes, Pavia, and San Miguel before and after the formation of Metro Iloilo-Guimaras Economic Development Council (MIGEDC). The result of the study showed that there is a need for greater collaboration in various areas such as: land use management in accordance to each municipality’s special functional role; water and energy management to foster economies of scale, health services since the pressing problem of air pollution excludes no one; public safety services to establish a functional disaster and crime prevention system; environmental management for sustainable development; infrastructure services for complementary plans and projects; and investment opportunity promotions. Communication and education services need not be further integrated when it comes to managing the externalities of urbanization in Iloilo City.

    Cost analysis of coral gardening in Bato Bukay MPA, Guimbal, Iloilo

    This study analyzes the costs of coral gardening in Bato Bukay MPA in Guimbal. Iloilo. Cognizant of the degradation of their coastal areas and fisheries, the community of Bgy Nalundan, where the marine protected area is located, sought to find solution through marine conservation and coral gardening. Being the habitat and breeding grounds of fishes, coral reefs are one of the most important natural resources that people must protect. Hence, several projects were implemented to propagate the establishment of Marine Protected Areas such as the deployment of artificial reefs and coral gardening activities. Costs of coral gardening in the site were estimated using key informant interviews with individuals who were involved with or who were knowledgeable on the establishment and maintenance of the project, and from secondary sources, thereby enabling the computation of the total costs. A survey of randomly selected participants that included Contingent Valuation Method was conducted in barangays Nalundan, Calampitao and Cabubugan, to determine the socio-economic profile and estimate the local community support through their willingness-to-pay and willingness to support in kind. Proportional sampling formula, adjusted to small population was used to determine the number of these participants across the barangays. The total cost for coral gardening on its first year was estimated as Php 336.684 combining all the fixed, variable and opportunity costs incurred. Out of the total costs, 40% amounted as fixed costs, while 33% were variable costs, and 27% constituted opportunity costs. More people were willing to pay in-kind by volunteering than to pay in monetary terms for the project’s fund for sustainability.

    Valuing the conservation of sea turtles in Brgy. Lawi, Jordan, Guimaras: An application of discrete choice experiment method

    To increase the population and remove the endangered status of sea turtles in Brgy. Lawi, Jordan, Guimaras, an effective and sustainable conservation program is a must. Using discrete choice experiment valuation method, this study determined the residents’ preferred conservation scheme for sea turtles in Brgy Lawi and estimated the conservation value for these creatures. A total enumeration of 204 residents was employed in the study. Improvements in listing status and the establishment of conservation facilities were the identified attributes of conserving sea turtles in the area. Results show that the establishment of conservation facilities with souvenir shop attribute level was mostly preferred. Income and age significantly affect the choice of the residents for improvements in a conservation scheme. Also, results show that the residents have positive attitudes towards conserving sea turtles and are willing to pay for it. The inclusion of an eco-tourism scheme, such as the addition of a souvenir shop that would open opportunities and generate income while still promoting the protection and conservation of sea turtles in the area is thus recommended. For further studies, the research recommended to include more attributes that could capture a wider scope of characteristic from the resource or good being valued.

    Household income analysis of Miagao, Iloilo town proper

    The objective of the study is to evaluate the household income of Miag-ao, Iloilo Town Proper. Specifically, it aims to develop economic and demographic profiles of the households and their respective household incomes. It would like also to determine the household income distribution of town proper, and compare it with the national and regional distribution of income. Lastly, it aims determine the level of inequality that persists in the said locality, and compare it with the national, regional, and provincial level of inequality. The data analyzed in this study were obtained by conducting guidedinterviews with 167 household heads. The instrument was based on the Family Income and Expenditure Survey (FIES) of the NSO. It was found out that the average household size in the area is with 6 members. Households are mostly composed of single families. The registered average annual income earned by each household is P358, 713 while the median income was Pl94, 456. Most of the incomes were derived from wages and salaries from employment. The income distribution of the area is heavily skewed to the right. The richest ten percent of the households obtained nearly half of the total income while the bottom 10 percent yielded only 0.58 percent. The lower half of the deciles received only nearly 10 percent while almost 90 percent of the income was accrued by the upper fifty percent of the total samples. The resulted value of the Gini ratio is .5842 which is higher than the national, regional, and provincial ratios. The paper concluded that the level of inequality that persists in a specific area does not necessarily pattern the level of inequality in the national or regional level. It was recommended that the local government unit of the area should frame programs and policies providing livelihoods to households belonging to lower deciles that would result to the redistribution of income.

    Factors affecting women's participation in small-scale fisheries in Miagao, Iloilo

    Small-scale fisheries is considered as a source of income that contributes to food security and livelihood sustainability, especially in coastal communities. However, women who fish are marginalized due to traditional gender roles. Their contributions to fisheries are frequently overlooked in economic analysis, fisheries management, and policy decisions. Women also uniquely experience multiple burdens due to gender roles and social expectations. This study analyzed the factors affecting women's decision to participate in small-scale fishing in Miagao, Iloilo. The study used surveys and the data were analyzed through binary logistic regression. Results showed that age, educational attainment, marital status, family income, and husband's income were significant in predicting women's participation. Furthermore, women are given secondary, easier tasks than men, participating in fisheries impacts women’s economic contribution and empowerment, and women in this industry still allot time for reproductive work despite spending most of their time accomplishing productive work in small-scale fisheries.

    Factors affecting the choice of elementary school for children among parents in the municipalities of Leganes, Oton and Pavia

    This paper was designed to identify the factors that significantly affect the choice of elementary school for children among parents in the municipalities of Leganes, Oton, and Pavia. Data were gathered through personal interviews using an interview schedule with 90 study participants with children whose ages ranged from 7-13 years old. There were 30 participants from each municipality. A Logistic Regression Analysis was employed to identify the significant factors. Descriptive analysis showed that the majority of the households have children enrolled in private rather than in public schools (54% vs. 46%). At a 1% level of significance, the model showed that school quality reflected by the computer subject offered by the school, the school distance measured by the travel time going to school, and the school as either parent’s alma mater were significant factors affecting parents' decision for an elementary school for the children.

    Willingness-to-pay for the conservation of Mararison Island and its surrounding waters in Culasi, Antique

    The island of Mararison in the municipality of Culasi, Antique Province is rich in natural resources and its beautiful scenic view has been attracting tourists. Overtime, the number of tourists has increased, making the island and its surrounding waters vulnerable to degradation. Protection and conservation of the island and its surrounding waters will promote its sustainability. This study was conducted to determine the willingness-to-pay (WTP) of the local residents of the municipality of Culasi for the conservation of Mararison Island and its surrounding waters. The study also described the socio-demographic and economic characteristics, level of awareness, knowledge and attitude towards the conservation and the reasons for the willingness to pay of the residents for the conservation of the island and its surrounding waters. The Contingent Valuation Method was used to determine the study participants’ WTPs. Binary logit regression was conducted to identify the factors affecting the study participants’ WTP. A pilot-tested interview schedule was used to collect data from 300 randomly selected study participants in 10 barangays in the municipality of Culasi in January to April 2016. The results showed that 86 percent of the study participants were willing to pay (with adjustment to certainty) for the conservation program. Without adjustment to the level of certainty, the annual household income, the randomly assigned bid prices, and knowledge index were the variables that affect the willingness-to-pay of the study participants. With adjustment to the level of certainty, the age, educational attainment (elementary and high school), knowledge index and randomly assigned bid prices were the variables that affect the willingness-to-pay of the study participants. The annual mean WTP of the study participants with and without adjustment to the level of certainty were Pl66 and Pl40, respectively. This study can be used by the municipality of Culasi as basis in planning for the conservation program of the Mararison Island and its surrounding waters.

    A short-run estimate of electricity consumption among selected barangays in the town proper of Oton

    The electricity demand estimation was conducted in the municipality of Oton, Iloilo Province; specifically between 2 town proper barangays and among 125 out of 1246 households it also describes the socio-economic profile of the respondents. The econometric model’s dependent variable was the households’ electricity consumption in kilowatt-hours, while the independent variables used in the study were marginal price of electricity, household size, monthly household expenditures, average price of LPG, and dummy variables for major appliances, namely: refrigerator, air conditioner, TV, and fan. The modified double-log form was chosen to correct for non-normality. The resulting R-square was .631. The price and income coefficient is inelastic, as expected of a necessity, although the sign of the former is unexpectedly positive. Thus, consumption increases along with improvements in the appliance stock. Appliances, like air conditioners and refrigerators, are expectedly among the most influential variables. Income is inelastic, showing that electricity is a normal good. The consumption of liquid petroleum gas has no significant impact on electricity consumption since LPG serves to fulfill the minimum requirement of heating fuel. The household size and fuel variable are significant, yet at a lesser degree. The non-significant variables are the TV and fan appliance variable.
