    The politics of indigeneity: The responses of Brgy. Latazon, Laua-an and Brgy. Igsoro, Bugasong in Antique following their response to indigenous identification

    Brgy. Latazon, Laua-an and Brgy. Igsoro, Bugasong in Antique were found to be indigenous communities in 2008 through a Field-based Investigation conducted by the Philippine National Commission on Indigenous Peoples (NCIP). These findings were prompted by a proposed Hydro-power project in both localities that cannot be pursued unless the Commission certifies that the areas involved do not come within ancestral domain. As a response to external identification, changes occurred in community dynamics when Brgy. Latazon accepted the indigenous identity, while Brgy. Igsoro resisted. This study explores the differential responses of the two barangays and the changes that followed. Through structured key-informant interviews, findings revealed that the community’s acceptance or resistance to indigenous identification was due to external ascription and their knowledge of the benefits or disadvantages of the power plant project.

    Interest groups in local politics: A case study of the establishment of marine protected areas in San Joaquin, Iloilo

    Interest groups play an important role in local policy-making. Policy space has been created for interest groups by the decentralization mandated by the Local Government Code of 1991. This study aimed to describe the role of interest groups in local policy-making, especially with regards to the environment. This study explores the stages interest groups participate in more and the resources, strategies and tactics that they used in their participation. The study was conducted in the 22 coastal barangays of San Joaquin, Iloilo, with the different interest groups involved in the MPA formation as the unit of analysis. The actors involved included the municipal government, the coastal barangays, and the business sector. It was found out that the agenda-setting and policy formulation stages of the policy-making process are the stages interest groups participate in more because of their access to resources such as university researchers, scientific experts. The use of expert knowledge to convince other stakeholders was effective, such that there was very little opposition of the establishment of project. Although the Code provided interest groups a space in the local policy-making process, factors such as available resources, strategies, and tactics affect this participation.

    Computer-mediated-interactive-communication technology and self-disclosure of seafarers in Miagao

    Thirteen (13) married seafarer residents of Miagao were selected through convenience sampling for this study. They had at least 2 years of on board working experience and have finished their contracts abroad in not more than a year during the data collection. A semi-structured interview guide was utilized to gather basic information and the implication of computer-mediated-interactive-communication technology to selfdisclosure between seafarers and their partners. Results showed that all respondents utilize cellular phones and that majority utilize computers for video chatting and internet relay chat in communicating with their partner. Respondents reported disclosing about their family, financial matters, work experiences, and their feelings. CMICTs were viewed by the respondents as an aid in maintaining their relationship with their partner.

    Self-concept, social support, and subjective well-being of stay-at-home fathers from San Joaquin and Miagao, Iloilo

    This study on stay-at-home fathers was undertaken due to role reversal brought about by female labor migration. Given that males have taken on relatively new roles as full time parent to their children due to the migration of their wives, changes on their self-concept, the social support that they received, and their levels of subjective well-being were investigated. Ten stay-at-home fathers from the towns of San Joaquin and Miag-ao in southern Iloilo served as participants of this qualitative study. The respondents’ ages range from 27-56 years old. All of the respondents have children, and their wives have been working abroad for not less than a year. The results of this study show that stay-at-home fathers have high levels of subjective well-being as a result of them having positive self-concept and available social support from friends, immediate family members, and relatives. The results of this study can serve as basis in establishing effective programs that will provide support for stay-at-home fathers.

    As the rivers flows: A history of laws and politics affecting the Iloilo River from the 1970's to the present

    This paper attempts to examine the history of national and local river laws and policies that pertain to changes in the ecology of the Iloilo River since the 1970s. Furthermore, this paper seeks to investigate the reasons for the laws and policies and the actions taken by different administrations across the decades that affected the ecology of the river. Library research and one interview was used to gather the necessary data for this research paper. This paper will conclude by discussing the effects of the different laws, policies, and plans on the ecology of the Iloilo River.

    Organizing KALAHI-CIDSS communities in Bugasong, Antique: The experience of Barangay Bagtason and Barangay Igsoro

    This undergraduate research entitled “Organizing KALAHI-CIDSS Communities in Bugasong, Antique: The Experience of Barangay Bagtason and Barangay Igsoro” is a documentation and analysis of the Community- Driven Development (CDD) approach to community organizing in the implementation of KALAHI-CIDSS Project in Barangay Bagtason and Barangay Igsoro in the municipality of Bugasong. The community organizing process, in the KALAHI-CIDSS CDD context, refers to the Community Empowerment Activity Cycle (CEAC) which serves as the framework for KALAHI-CIDSS Project implementation. Primarily through Focus Group Discussion (FGD) and Key Informant Interview (KII), the researchers were able to describe the organizing process that has transpired during the course of KALAHI-CIDSS Project implementation in the two barangays along with the challenges that they encountered. The data gathered from F'GDs and KIIs were supplemented by the secondary data obtained from the KALAHI-CIDSS office in Bugasong such as Participatory Situational Analysis (PSA) results, barangay profiles and other relevant records. The data collected from various sources were triangulated to come up with valid discussions, lessons, recommendations and analysis. Consolidation and analysis of the data is guided by the framework of the study and the people-centered development principles espoused by Manalili and Batistiana and Murphy.

    The political dynamics behind the renovation of Felix Gorriceta Jr. Avenue connecting Pavia-Mandurriao and its effects on property holders and PUV operators association

    This study looks into the political dynamics behind the implementation of the policy renovating the Felix Gorriceta Jr. Avenue in Pavia, Iloilo and its effects on two end-users—property holders as represented by Parc Regency, and transportation sector represented by the Leon Jeepney Operators and Drivers’ Association (LEJODA). The interrelationships between various levels of the government in the conceptualization of the infrastructure project is examined. It describes conditions of the area where the road stretches prior to the renovation; identifies the reasons why the policy was pursued; and examines how the policy on renovation affected the end-users. Interviews as well as secondary data were utilized in the study. The initiatives and funding for the project came out of a broader plan to integrate the road to the Iloilo airport from the national government, and subsequently chosen by the provincial government of Iloilo relative to other sites. The local government of Pavia had little role to play in its conceptualization, except for the necessary measures for the full implementation of the said policy. The policy conferred benefits to both end-users.

    Willingness-to-pay for the conservation of mangrove site in Dumangas, Iloilo

    This study was designed to determine the willingness-to-pay of the residents of Dumangas, Iloilo for the conservation of the existing mangrove sites in their area. Data were gathered through personal interviews using an interview schedule among 240 household representatives equally distributed in six barangays: three coastal, three noncoastal. Results of the study showed that most of the study participants were aware and knowledgeable about the existence of mangroves, its uses and benefits. The popular barangays identified to have mangrove sites included Sapao (31.33%) and Ermita (32.92%). Using dichotomous choice willingness-to-pay method with randomly assigned bid prices, results showed that most of the study participants both from coastal (89.17%) and non-coastal barangays (91.67%) were willing to pay for the conservation of mangroves. The main reason cited was that they want to participate in programs by the local government that aims to conserve the environment. When adjusted to level of certainty, there was slight difference in the number of study participants who were willing-to-pay; mean willingness-to-pay amounted to Php 86.47 without adjustment to level of certainty and Php 76.17 when adjusted to level of certainty. Knowledge index rating, civil status and bid price were the significant factors that affect the willingness-to- pay without adjustment to level of certainty at 5% level of significance. When adjusted to level of certainty, knowledge index rating (5%) and bid price (1%) were the significant factors. Annual surcharge in Community Tax is the preferred payment vehicle of the study participants for the conservation.

    Corporate social responsibility in the energy sector: The role of stakeholders and Korea Electric Power Corporation-Salcon Power Corporation (KSPC) in the Visayas base-load power development project in Brgy. Colon, Naga City, Cebu

    This research study examines the roles and strategies utilized by the different stakeholders (i.e. Asian Development Bank, DOE, DENR-7, Municipal Government of Naga City, Cebu and Civil Society Organizations) in promoting corporate social responsibility in the Visayas Base-Load Power Development Project owned by KSPC in Brgy. Colon, Naga City, Cebu from 2003 to the present. The paper also identifies and analyzes the interrelationships between the various actors/stakeholders. In the study, the resource relationship employed by ADB, DOE and DENR-7 towards KSPC was of high interdependence. The use of direct usage strategies was employed by stipulating terms and conditions to influence the KSPC’s observance of corporate social responsibility in the coal-fired power plant. The relationship between the Municipality of Naga City, Cebu and KSPC exhibited firm power for the project was approved and endorsed by the national government under a Built-Own-Operate scheme. It is favorable to use indirect usage strategies such as sending letters/complaints to the responsible individuals in order to exert pressures/demands to the company. Between the civil society organizations and KSPC, the resource relationship was marked by firm power and low interdependence. The civil society organizations utilized indirect withholding/usage strategies (i.e. working through linkages) that were capable of controlling resources to obtain the response from KSPC. Resources (i.e. financial and social) and resource relationships affect the interrelationships between the actors of the project towards the observance of corporate social responsibility for these serve as mechanisms for leverage over the company.

    Socio-economic conditions and LGU responses to urbanization of the municipalities of Leganes, Oton, Pavia, and San Miguel before and after the formation of Metro Iloilo-Guimaras Economic Development Council (MIGEDC)

    Urbanization is a process which promotes economic growth and development. On the other hand, it has its corresponding externalities spilled over from the urban areas to the adjacent locales. One of the management strategies used by the local government units (LGUs) in order to address the overwhelming consequences of urbanization is alliance formation. Limited studies were conducted to establish socio-economic contributions of urbanization to the suburban areas. This study aims to describe and compare the socio-economic condition and LGU responses to urbanization of the municipalities of Oton, Leganes, Pavia, and San Miguel before and after the formation of Metro Iloilo-Guimaras Economic Development Council (MIGEDC). The result of the study showed that there is a need for greater collaboration in various areas such as: land use management in accordance to each municipality’s special functional role; water and energy management to foster economies of scale, health services since the pressing problem of air pollution excludes no one; public safety services to establish a functional disaster and crime prevention system; environmental management for sustainable development; infrastructure services for complementary plans and projects; and investment opportunity promotions. Communication and education services need not be further integrated when it comes to managing the externalities of urbanization in Iloilo City.
