    A case study on the coastal resource co-management of Concepcion, Iloilo

    The research study is entitled A CASE STUDY ON COASTAL RESOURCE COMANAGEMENT IN CONCEPCION, ILOILO. The study answers the following objectives, first, to determine the contextual attributes of the municipality in terms of: a biophysical, b) market c) socio-cultural d) institutional and organizational attributes. Second, to assess the institutional and organizational arrangement of state and non-state actors which include Department of Agriculture, Department of Environment and Natural Resources, the non-governmental organizations, and their relationship with one another in coastal resource co-management in Concepcion. Iloilo. Third, is to determine the type of coastal co-management arrangement that exist in the municipality. The conceptual framework of the study was adopted from the International Council for Living and Aquatic Resource Management (ICLARM). Specifically, the researchers focused on the organizational and institutional arrangement among state and non-state actors in co-management arrangements. A determination was also made on the type of comanagement arrangement existing in the municipality. In the conduct of the study, the researchers conducted interviews with key informants and prepared questionnaires for the fisherfolk-respondents. The respondents are the following: a) Department of Environment and Natural Resources, b) Department of Agriculture, c) Local Government Officials (Legislative and Executive), d) Northern Iloilo Alliance for Coastal Development (NIACDEV), e) Tambaliza Small-Scale Fishermen's Association (TASFA). f) Nipa Small- Scale Fishermen's Association (NISFA). The results of the study showed that a consultative type of co-management arrangement exists in Concepcion based on a frequency count of answers to questionnaires, interviews conducted by the researchers, and an analysis of legal policies.

    The Margarico family: Political elite of Janiuay, Iloilo, Philippines

    This is a descriptive study of the Margarico as a political elite in Janiuay, Iloilo. The study was conducted using interview guide questions for key informants and archival research in gathering pertinent data. The research aims to (1) to identify the reasons that propels the Margarico family to seek political power in the municipal politics of Janiuay, Iloilo; and, (2) to identify the factors that enable the Magaricos to capture political power. The study found out that societal responsibility and public service are their prime reasons in seeking for political power in the municipal politics and that the socio-economic background of the political family is not the prime factor in their access to political positions. There are other factors that can account like good public reputation and good tract of records as public servant.

    Factors affecting the people's advocacy in Barangay San Pedro, San Jose, Antique

    This study sought to determine the factors that lead people to advocate or not on the issue. It wanted to find out if there was a relationship between (a) educational attainment, (b) annual family income, (c) personal awareness on the issue, and (d) perceived health and environmental advantages or disadvantages, and people’s advocacy. The study was conducted in Barangay San Pedro, San Jose, Antique with 320 respondents. Self-administered questionnaires which included a translation in Hiligaynon were given to these respondents. The questionnaire has two parts, (a) the respondents’ educational attainment and annual family income; (b) the Likert-type scale composed of a number of statements designed to determine the relationship of advocacy to personal awareness on the issue, and perceived health and environmental advantages or disadvantages of the issue or project. Hence, the response options of the respondents for this scale were strongly disagree, disagree, neutral, agree and strongly agree. Using the Pearson Product-Moment Correlation Coefficient, the study yielded the following results: a negligible relationship between advocacy and educational attainment, a negligible relationship between advocacy and annual family income, a weak relationship between advocacy and personal awareness on the issue, and a negligible relationship between advocacy and perceived health, and environmental advantages or disadvantages of the issue or project. Simply, out of the listed four factors that may affect the people’s advocacy, only the personal awareness on the issue had the possibility of affecting the people’s advocacy. All the others were proven to have no effect on the people’s advocacy.

    The effectivity of the Sangguniang Kabataan (SK) in empowering the youth through public policy making in the Municipality of Tibiao (1996-2002)

    This study aims to discuss the effectivity of the Sangguniang Kabataan in empowering the youth through public policy-making in the Municipality of Tibiao, Antique (1996-2002). The objectives of the research include the identification of the programs and activities initiated by the six (6) SK Chairpersons and the Federation President during their six-year term, and to discuss their performance as local legislators. Through this, the researcher may ascertain whether the SK in the Municipality of Tibiao is effective in empowering the youth through public policy-making. The respondents in the research include the members of the Sangguniang Bayan of the municipality, composed of the vice mayor and eight (8) legislative council members, and the Association of Barangay Council (ABC) president and all the members of the Sangguniang Barangay composing of the Barangay Captain and the seven (7) council members. The instrument used in this study is an open-ended questionnaires divided into two major parts: (a) activities and programs of the SK in the intellectual, political, and economic, social and cultural, moral and spiritual, and physical aspects, (b) the performance of the SK concerned as local legislators. The discussion of the legislative performance of the 6 SK Chairpersons and the Federation President is limited to the perception of the members of the Barangay and Municipal Legislative Councils. The major findings of the research are primarily based on the written responses of the respondents mentioned. The researcher found out that in the six-year term (1996-2002) of the SK concerned, their effectiveness focused mainly in the socio-cultural and physical aspects. Participation of the youth in the making of public policy is poor and inactive. As legislators, they initiated a limited number of resolutions constituting to their ineffectiveness. There were three reasons that had been identified by the researcher, which hampered the SK performance, namely: academic obligations in school, lack of coordination among members (weak organization), and limited support from the Barangay and Municipal Legislative Councils. In general, the six (6) SK Chairpersons and the Federation President in the Municipality of Tibiao, Antique is ineffective in bringing empowerment to their constituents through public policy.

    Political participation of the differently abled in the association of disabled persons-Iloilo (ADP-1)

    The study is done in order to determine how the differently abled in the Association of Disabled Persons in Iloilo (ADP-1) participate in political activities and to examine the factors that influences the extent of their political involvement. The objectives of this study are: (1) to describe the political participatory acts that the differently abled are engaged in, (2) to determine the extent of their participation, (3) to identify the factors that influence their involvement, and (4) to find out the impediments to their political involvement. The study was a descriptive-analytical that made use of survey, focused group discussion and key informant interview. Through stratified random sampling without replacement and proportional allocation, the study involved sixty-five (65) PWDs as respondents. The study made use of Key Informant Interviews to exact the views from different concerned agencies of the government tasked to implement the Magna Carta for the Disabled Persons and the Accessibility Law. Non-parametric statistics was used in data analysis with five point rating and Likert scales measuring the level of awareness, trust, efficacy and extent of political participation. The statistical tools employed to determine the relationship of factors identified to political participation were Cramer’s V, Contingency Table, Gamma and the Spearman’s rank order Rho. The findings of the study showed that large number of differently abled persons is involved with participatory acts such as voting, communal activities and contacting public officials. They opt to participate in activities in consideration to whether it is regularly held, non-costly to participate, accessibility and distance of the activity where it took place, can directly influence the official’s public policy, if specific programs and policies include their welfare and concerns and if activities may caused bodily threat. The majority of the respondents infrequently employed the other participatory acts due to lack of time and opportunities for participation and they also have livelihood to sustain. The findings also showed that most of the PWDs have low levels of political participation. Moreover, educational attainment and the disability of the person were strong predictors of political participation. In addition, awareness of rights, trust in governance and the association as well as political efficacy has a weak though, positive relationship with political participation. Furthermore, the study also confirmed the existence of structural and attitudinal impedances such as negative attitudes towards the differently abled, inaccessibility of voting centers, lack of support or assistance programs and weak implementation of the Magna Carta and Accessibility Law for the differently abled that hinders the political functioning of differently abled persons as citizens and their full integration to the mainstream society. In view of the findings of this study, recommendations of the researchers include the use of special education (SpEd) Centers as voting precincts for the differently abled voters, the active involvement of the ADP-I in local government development programs, creation of the Office for Persons with Disabilities (OPDA). Future studies regarding the involvement of the differently abled in governance should focus on the differently abled women’s situation in development and political involvement or gender issues, and the perception or attitudes of the public towards the competency of differently abled elected officials and voters.

    Prospects for a reproductive healthcare program in the Iloilo Rehabilitation Center (IRC): women inmates’ and IRC officials’ perceptions and recommendations

    The study aimed to determine how women inmates and IRC officials understand the concept of reproductive health and what factors influenced such understanding. It likewise sought to find out the perceptions of women inmates with regards Prospective RH Program in the IRC and their recommendations for effective program implementation. It also sought to determine the IRC officials’ views regarding a Prospective RH Program as well as then suggestions for an effective program implementation. Using purposive sampling, fourteen women inmates and six IRC officials were regarded as respondents of the study. In-depth interview with the IRC officials and a focus group discussion with the women inmates were utilized to unearth respondents’ idea of reproductive health and its components such as family planning, reproductive health- related diseases (STDs/ AIDS, breast cancers and ovary cancers) and sexual violence. Results of the study revealed that most of the women inmates and two IRC official respondents have not heard the term reproductive health but they have some knowledge on its components. Women inmates’ idea of family planning pertained to the proper way of using contraceptive methods while IRC officials viewed it as an economic means to alleviate poverty. Women inmates regarded themselves as responsible for their own health to be free from STDs/ AIDS, breast and ovary cancers. According to the IRC officials, STDs/ AIDS were acquired through sexual intercourse; thus, women must refrain from engaging in sexual activities with different men. On the issue of sexual violence, women inmates believed that it occurs among couples with lack of communication. The IRC officials held the notion of patriarchal belief as the reason for the continuing occurrence of sexual violence. The traditional roles of male as being biologically aggressive and female as submissive tied both groups of respondents’ idea on sexual violence. These beliefs validated the occurrence of sexual violence in the society, restricting women to resist violence acts. Results also showed both group of respondents’ appreciation on the implementation of an RH Program in the IRC. They underscored the role of the government for the success of the program through substantial allocation of budget. Furthermore, IRC officials emphasized the cooperation of women inmates, while women inmates stressed the participation of the IRC officials for effective program implementation. Presenting all the findings of the study, a program on reproductive health must therefore be implemented in the IRC. This program must focus on the concept of reproductive health laid down by the International Conference on Population and Development. The patriarchal belief must be extinguishe,d empowering women and making them aware of the ideas that resisting violence and being free from reproductive health-related diseases are expressions of their reproductive rights. Government must see to it that marginalized women such as the women inmates must have easy access to reproductive healthcare services and programs.
