    Factors affecting compliance of Iloilo City jeepney drivers (Molo via City High and Jaro Mandurriao) with anti-smoking ordinance: An assessment of Local Government Unit (LGU) ordinance implementation

    The study sought to determine the factors affecting compliance of Iloilo City jeepney drivers to the anti-smoking ordinance, as well as assess the implementing mechanisms of the LGU in enforcing the said ordinance. Forty three (43) jeepney drivers plying two routes served as the respondents of the study, seven drivers from the Molo via City High route and thirty six respondents from Jaro Mandurriao. Likert scales were used to measure the respondents’ level of awareness regarding the ordinance and level of perception of legitimacy of authority. On the other hand, rating scales were used to rank the respondents’ reasons for compliance to the anti-smoking ordinance. Results showed that age and educational attainment do not affect the level of awareness and perception of legitimacy of authority of the jeepney drivers. Furthermore, the primary reasons for the jeepney drivers’ compliance to the anti-smoking ordinance were their level of awareness of the ordinance, the P300.00 fine for violators, confiscation of driver’s license and the presence of the Anti-smoking Task Force. Results showed that the implementing mechanisms employed by the LGU were effective.

    Impacts of DOH-led policy shifts on health workers and Iloilo public hospitals' management at the time of COVID-19

    This study explored the actual policy shifts in public hospitals in Iloilo Province during the first six months of the COVID-19 pandemic, from January to June 2020. The study looked into how the implementation of the DOH-crafted policies impacted healthcare delivery, the health workforce, and response to the care-seeking behavior of the patients. Key informant interviews (KII) and semi-structured interviews were employed among the hospital management and the frontline workers of Rep. Pedro G. Trono Memorial Hospital and DOH-retained Western Visayas Sanitarium and General Hospital to gather data for the study. The KJI were participated in by the hospital chiefs and the IPC heads. Meanwhile, doctors, nurses, medical technologists, admitting clerks, and non-medical health workers were respondents of semi-structured interviews to determine the impacts of the new policies. Conforming to the available literature on pandemic response, this study revealed that optimal conditions were not readily achieved in the public hospitals under this study, mainly due to lack of resources to materialize the DOH-mandated changes. The policies were not fit to the current structure and service capacity of the hospitals and health workers carried the burden of ensuring adequate delivery of care. We discovered that health workers were exhaustively working despite the lack of government support in terms of benefits, compensation, and hazard pays. Furthermore, health workers encountered difficulties in rendering immediate care to patients who initially avoided hospital care resulting in an increased number of recorded ER deaths. Overall, we observed that the hospitals were able to keep up with the policy shifts through exploring feasible alternatives. However, DOH-retained institutions garner more favorable outcomes than public district hospitals since resources were directly transferred to them from the DOH Regional Office. Crafting context-specific policies addressing public health crises is recommended following the results of this study.

    Antibiotic resistance patterns of selected pathogenic bacteria isolated from water and bottom sediments in the Iloilo tidal inlet (Iloilo River)

    In recent years, antibiotic resistance of pathogenic bacteria has become a public health concern. Although little is known of its environmental implications the presence of both potentially pathogenic bacteria and fecal coliform in rivers and other bodies of water raises the question of whether resistance transfer may actually occur in bodies of water. In relation, the Iloilo River for one has experienced changes in both ecological and sanitary conditions. With this threatening problem of both ecological and fecal pollution, the river could harbor microflora that could be of public health concern. Using the Kirby-Bauer Method, this study generally aims to determine the antibiotic resistance of pathogenic bacteria isolates (E. coli, S. typhi and V. cholerae) from water and bottom sediment samples from selected sampling areas in Iloilo River, Iloilo City. Stock cultures of bacterial isolates were obtained from the UPV-National Institute of Molecular Biology and Biotechnology (UPV-NIMBB) and were subjected to antibiotic resistance analysis using 12 different antibiotic classes. Results showed varying degrees of resistance in all of the sampling sites and species. Most isolates were highly resistant to penicillin and oxacillin and least resistant to ciprofloxacin. Multidrug-resistant isolates were also observed in all of the sampling sites and species. More isolates from bottom sediments were observed to be highly resistant than the isolates from water samples. Pearson correlation revealed that the antibiotic resistance patterns among the different species isolated from the different sources and sampling sites appeared to vary in a systematic manner indicative of a similar mechanism of antibiotic resistance development.
