    The Margarico family: Political elite of Janiuay, Iloilo, Philippines

    This is a descriptive study of the Margarico as a political elite in Janiuay, Iloilo. The study was conducted using interview guide questions for key informants and archival research in gathering pertinent data. The research aims to (1) to identify the reasons that propels the Margarico family to seek political power in the municipal politics of Janiuay, Iloilo; and, (2) to identify the factors that enable the Magaricos to capture political power. The study found out that societal responsibility and public service are their prime reasons in seeking for political power in the municipal politics and that the socio-economic background of the political family is not the prime factor in their access to political positions. There are other factors that can account like good public reputation and good tract of records as public servant.

    A study on the level of political cynicism and level of political efficacy of the people of Pavia, Iloilo

    Since political cynicism and political efficacy are essential elements in the working of a political system, we must acknowledge the necessity of investigating the elements, mode and extent of their development, and the nature of their relationship. This study hopes to unravel the relationship between political cynicism and political efficacy. It also seeks to analyse the bearing of some variables on the level of political cynicism and political efficacy. Given these objectives, a survey was conducted in Pavia, Iloilo with a total of 150 respondents. The Political Cynicism Scale (PCS), developed by a graduate seminar on Political Socialization at the Massachusettes Institute of Technology in 1961, was adopted as the principal measure to determine the level of political cynicism of the respondents. On the other hand, the Political Efficacy Scale (PES), which was developed by Campbell and modified by Jurado, was utilized to gauge the level of political efficacy of the respondents. There are two views prevailing regarding the relationship between political cynicism and political efficacy. One view holds that a sense of political cynicism goes hand in hand with a politically efficacious feeling, while the alternative view maintains that a person who is politically cynical tend to be politically inefficacious. There have also been assumptions that there are individuals who do not feel politically cynical but are politically efficacious. The findings of this study reveal that majority of the people of Pavia, Iloilo are high in political cynicism. It has also been found out that majority of the Pavian- hons do not feel politically efficacious. Moreover, although the respondents are widely distributed in the different relationship categories, the high cynicism-low efficacy category registers a relatively higher frequency distribution. Finally, the study reveals that only age and occupation among the various socio-economic variables are significantly related with political cynicism. It has been found out that as one grows older, his sense of political cynicism decreases. As regards occupation, blue-collar workers tend to be more politically cynical than white collar workers. None of the variables are found to have a relation with with political efficacy.

    A study on the preference of the UPV Social Science student between violence and non-violence as a progress on change in the Philippine society

    The study was conducted among 100 students of the Division of Social Sciences, University of the Philippines in the Visayas, Iloilo City. It attempted to answer the following questions: 1. Violence and Non-violence: which would the students prefer in changing society? 2. Is their preference related to some observable factors like sex, religiousity and family income? 3. What is the attitude of students towards the present government? The respondents were almost unanimous (94%) in their belief that Philippine society needs social changes. Moreover, they perceived the monopoly of power by the few’ as the primary problem of the nation. In the question of political preferences between the different methods of social transformation a considerable number (59%) preferred the use of both violent and nonviolent conduct in effecting changes. When factors like sex, religiousity and family income, were subjected to Chi —Square test, the result is as follows: 1. Female students were not politically less violent than their male counterparts. 2. The more religious the student the less likely he is violent. 3.High family income do not necessarily produce a preference on non-violent method. As to the third question, "What is the attitude of students towards the present Government?", there was a high (91%) percentage that the present government works for the service of the few. A moderate number (52%) believed that the government can not solve the country’s problem, but in terms of the national leadership, a considerable number (61%) categorized it as fairly responsive.

    The political elites of Tubungan, Iloilo: Their characteristics and contributions to the municipality, 1992-2001

    This is a descriptive study on the characteristics and contributions of the political elites of Tubungan, Iloilo to their Municipality from 1992 to 2001. It is focused on the mayors, the vice-mayors and the members of the Sangguniang Bayan. The researchers presented the characteristics and the contributions they have made for the development of their municipality. The political elites’ contributions were measured in terms of the programs, the projects and the ordinances they have made. There are three factors that helped the researchers in the discussion of the topic: (1) The political careers of the political elites, (2) the characteristics of the political elites, and (3) their contributions to the municipality of Tubungan, Iloilo. In as much as ideal and necessary, the researchers tried to gather all documents about the topic, and tried to interview all the political elites; however, it was not possible due to some constraints like some documents were already lost, and two of the political elites are already living outside the province. The findings of the study is that the political elites of Tubungan share some common characteristics such as: (1) all have landholdings, (2) all are active members of organizations in their municipality, (3) all are earning more than Pl00, 000 a year, (4) all are Roman Catholics, & (5) all are contributing to their municipality’s development. The mayors’ contributions are viewed in terms of projects and programs such as infrastructures, delivery of social services and improved agricultural productions. For the vice-mayors and the Sangguniang Bayan members, their contributions are measured in terms of the number of ordinances that they have legislated aimed at improving the lives of the people of Tubungan. Finally, the people of Tubungan viewed their contributions to be beneficial.

    Interest group politics behind the proposed construction of the coal-fired power plant in Banate, Iloilo

    This study looked into the political dynamics of interest groups behind the proposed construction of the coal-fired power plant in Banate, Iloilo. Specifically, the study looked into how the interest groups define and value the environment, the strategies employed by the interest groups in their campaign, the resources utilized by the interest groups, how the interest groups behave within the alliance and the advocacy results of their campaign. The groups viewed the environment to be the surroundings that include biophysical, biological and other elements. The groups value the environment because of the benefits they can derive from it. The groups had given the same value and respect to the environment before and after the campaign. The strategics employed by the interest groups in articulating their interests with regard to the issue were community organizing, information and education campaign, mass mobilizations, networking and linkaging, tasking, research and analysis, and lobbying. The strategies that the groups employed were also reflective to what were suggested in the literatures. On the building of alliance, qith other interest groups, it is reflective of the trend among interest groups today-that is to build alliance in order to strengthen the campaign in pursuing their respective interests. The resources utilized in the duration of the campaign depended on what was available and demanded by the time. Mobilizable resources came from three major sources: the beneficiary constituency, conscience constituency, and the non-constituency institutions. The resources that were utilized by the interest groups in the campaign were material resources such as human resources, financial resources, information and institutions, and the non-malerial resources such as time, connections, experiences, influence, credibility and authority, and prayers. Interest groups within the alliance had varying levels of participation in the duration of the campaign. Aside from the strategies and resources employed by the interest groups in the campaign, the political environment also played major role in the results of the campaign. The interest groups viewed the up-coming 2004 elections as a big factor that influenced the results of the campaign.

    Political participation of the differently abled in the association of disabled persons-Iloilo (ADP-1)

    The study is done in order to determine how the differently abled in the Association of Disabled Persons in Iloilo (ADP-1) participate in political activities and to examine the factors that influences the extent of their political involvement. The objectives of this study are: (1) to describe the political participatory acts that the differently abled are engaged in, (2) to determine the extent of their participation, (3) to identify the factors that influence their involvement, and (4) to find out the impediments to their political involvement. The study was a descriptive-analytical that made use of survey, focused group discussion and key informant interview. Through stratified random sampling without replacement and proportional allocation, the study involved sixty-five (65) PWDs as respondents. The study made use of Key Informant Interviews to exact the views from different concerned agencies of the government tasked to implement the Magna Carta for the Disabled Persons and the Accessibility Law. Non-parametric statistics was used in data analysis with five point rating and Likert scales measuring the level of awareness, trust, efficacy and extent of political participation. The statistical tools employed to determine the relationship of factors identified to political participation were Cramer’s V, Contingency Table, Gamma and the Spearman’s rank order Rho. The findings of the study showed that large number of differently abled persons is involved with participatory acts such as voting, communal activities and contacting public officials. They opt to participate in activities in consideration to whether it is regularly held, non-costly to participate, accessibility and distance of the activity where it took place, can directly influence the official’s public policy, if specific programs and policies include their welfare and concerns and if activities may caused bodily threat. The majority of the respondents infrequently employed the other participatory acts due to lack of time and opportunities for participation and they also have livelihood to sustain. The findings also showed that most of the PWDs have low levels of political participation. Moreover, educational attainment and the disability of the person were strong predictors of political participation. In addition, awareness of rights, trust in governance and the association as well as political efficacy has a weak though, positive relationship with political participation. Furthermore, the study also confirmed the existence of structural and attitudinal impedances such as negative attitudes towards the differently abled, inaccessibility of voting centers, lack of support or assistance programs and weak implementation of the Magna Carta and Accessibility Law for the differently abled that hinders the political functioning of differently abled persons as citizens and their full integration to the mainstream society. In view of the findings of this study, recommendations of the researchers include the use of special education (SpEd) Centers as voting precincts for the differently abled voters, the active involvement of the ADP-I in local government development programs, creation of the Office for Persons with Disabilities (OPDA). Future studies regarding the involvement of the differently abled in governance should focus on the differently abled women’s situation in development and political involvement or gender issues, and the perception or attitudes of the public towards the competency of differently abled elected officials and voters.

    Batog kag Aya-ay: The politics of ecological consciousness of the presidents of Barangay Pantalan President Roxas, Capiz

    This study examines the folk consciousness on the environment of the residents of Barangay Pantalan, President Roxas, Capiz. A combination of the etic and emic approaches in social sciences was used to make sense out of the informations gathered from the field. This study also identifies Man as Master of Nature, Man and Nature in Antagonism, Man in Harmony with Nature, and Nature as Sacred as the different relationships between human being and Nature. These different relationships between human being and Nature are contained- in the two broad opposing rationalities, namely, Speciesism and Environmentalism. An ethnocartography of Barangay Pantalan is constituted in this study using the folk sense of direction and orientation. In addition, the study examines the folk beliefs and practices built around man-made structure, sea, and the flora and the fauna. This study concludes with a discussion of the politics of environmentalism. Human being does not dominate Nature nor Nature dominates human being in this politics of environmentalism. The same politics embodies ethical dimensions which check the drift toward the destruction of the environment.

    Examining the lived experiences of food peddlers in Iloilo City in the time of COVID-19

    The COVID-19 pandemic has affected the social, political, and economic conditions of the Filipinos. For food peddlers in Iloilo City, whose businesses thrive in densely populated areas, the onset and continuation of the pandemic negatively affected their livelihood due to the restrictions and lockdowns. To better understand the situation of food peddlers in Iloilo City, this paper documents the lived experiences of food peddlers during the pandemic. The study utilized Key Informant Interviews to gather the following data: occupational changes in relation to the city’s quarantine status, daily sustenance, and provision of pertinent support from government and non-government organizations which were further analyzed using Colaizzi’s Seven Step Descriptive Phenomenological Approach. The study showed that the food peddlers in Iloilo City have similar challenges and coping strategies during COVID-19. Food peddlers face decreasing income resulting to the difficulty in sustaining their livelihood and providing for the various needs of the family, health risks, and insufficiency of support from government. They then resort to pangutang (borrowing) and taking on sideline jobs to cope with the challenges. The study concludes that many of the food peddler’s struggles are caused by their monetary problems which were worsened by the pandemic. A sustainable livelihood program is thus recommended to alleviate the lives of the food peddlers to sustain their needs with or without crisis.

    A study of the political efficacy and political participation of women in Guimbal, Iloilo

    This is a study of the political efficacy and political participation of women in Guimbal Iloilo The study has the following objectives, 1) to measure the level of political efficacy of the selected registered women voter in Guimbal, Iloilo, 2) to analyze the effect of selected socioeconomic factors affecting the level of political efficacy selected registered women voters in Guimbal, Iloilo, specifically a) to determine the relationship between age and level of political efficacy; b) to determine the relationship between educational attainment and the level of political efficacy c) to determine the relationship between income and level of political efficacy and d) to determine the relationship between occupation and level of political, efficacy, lastly, the study aims to determine the relationship between political efficacy and participation of the selected registered women voters in the local politics in Guimbal, Iloilo. The study presents five hypotheses, which are there is no relationship between age and level of political efficacy; 2) there is no relationship between educational attainment and level of political efficacy, 3) there is no relationship between income and level of political efficacy; 4) there is no relationship between occupation and level of political efficacy, and lastly, there is no relationship between political efficacy and political 1 participation. The results of the study show that there is no relationship between participation, thus hypothesis 1 is accepted. Meanwhile, hypothesis 2 is rejected; that is, educational attainment have no relationship with political efficacy. This study shows that a college level of education have a relation to political efficacy. Hypothesis 3 is also rejected; that is, there is no relationship between income and political efficacy. This study reveals that the lowest income bracket P 10-999 have a high political efficacy, compared to the rest of the income brackets who indicate an average level of political efficacy. Hypothesis 4 also rejected; that is, there is no relationship between occupation and political efficacy. This study shows that formal and informal occupations have significant bearing on political efficacy. Meanwhile, hypothesis 5 is accepted; that is, there is no relationship between political efficacy and political participation. This study shows that women may feel highly politically efficacious towards the system; but this may not necessarily translate to high political participation or to a greater tendency to participate in politics. Women in Guimbal may have been affected by their political socialization or by the political events prior to the conduct of the study. Although they really have a high sense of political efficacy, the institution and the local norms limited their capacity to participate effectively in politics. Women have been taught to stay m their homes, to be good housewives, thus , limiting their role to the reproductive sphere. Political matters are not priorities for her, although these could directly or indirectly affect their lives, security, and well-being.
