Item The institutional performance of the Roxas City Local Government Unit in Diwal conservation based on the localization mechanisms of Philippine Agenda 21Bernas, Mary Mayzee D.; Diocena, Ma. Brenda May H. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2006-03)The study sought to describe the institutional performance of the Roxas City Local Unit in Diwal conservation based on the localization mechanisms of Philippine Agenda 21. Specifically, it aimed to determine the following: (1) Roxas City LGU’s employment of the localization mechanism of Philippine Agenda 21 in Diwal conservation; (2) results of the performance of the Roxas City LGU in the actual conservation of Diwal; and (3) constituency evaluation regarding the Diwal conservation policy. The objectives were met through archival research and survey research with the protagonists like the Mayor, Vice Mayor, Sangguniang Panlungsod members, DA employees, and City Fisheries and Aquatic Resource Management Council members, and with the residents of Barangay.Punta Cogon Roxas City as respondents. It is found out that the protagonists generally have a positive attitude regarding the Diwal conservation efforts attributable to the nature of their jobs, to the immediate benefits that the Diwal project provides, to the status of Roxas City as the Seafood Capital of the Philippines, and to what Kaase and Newton refer to as lifestyle/new politics. Statistical and information facilities employed are found to be sufficient. At present, eight local legislations that have been formulated and implemented by the SP and CFARMC members are found to manifest the sustainable development of the Diwal. Moreover, there is an existing structure of multi-stakeholdership of the public authorities, DA employees, CFARMC members, and the Roxas City Diwal divers, which is consistent with the basic principle of collective choices and responsibility towards the realization of sustainable development goals as espoused in PA 21. The operationalization strategies employed in Diwal conservation were found and an ample amount of money has already been spent for the Diwal conservation efforts. Furthermore, it was also found out that there is a significant increase in the number of programs and trainings conducted from the year 2004 to 2005, manifesting a growing concern for the Diwal project. Development reports have been documented but were not communicated to larger institutions. Data shows that there is a remarkable revival in the Diwal industry. Constituency evaluation also shows that they are generally satisfied. The research findings showed that the Roxas City Local Government is effective in its substantial localization of the PA 21 concept of sustainable development applied in Diwal conservation. It was able to revive the Diwal stock, and was able to elicit positive reactions from its constituents. Thus comparative advantage, more legislations regarding the areas of tourism, export, quality of Diwal industry, and uphold the rights and welfare of the basic sectors which are the Diwal divers. In addition, strengthening of the basic sectors enhancing their leverage capabilities should also be pursued.Item An examination of the role of the local government and non government organizations in the management of the Northwest Panay Peninsula low-elevated forestBayquin, Sheila M.; Solidum, Fervilynn L. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2002-03)The study tries to examine the role of the Local Government Units (LGUs) and Non-Government Organizations (NGOs) in the implementation of Philippine forest policy in Northwest Panay Peninsula Low-elevated Forest. The municipal government of Pandan, Antique collaborates with the Department of Environment and Natural Resources to introduce community-based forest management. The NGOs on the other hand help in the sourcing of funds for forest conservation projects and of linking local communities with the market. The present study suggests that local government units, NGOs, and other external agents should have more clearly defined rules in forest resource management.Item An analysis of fiscal decentralization: The case of Cadiz City, Negros OccidentalBaynosa, Rogelita P.; Toque, Narciso R. (Division ofSocial Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2002-03)Decentralization has been an issue in the late twentieth century. Developing countries have shifted toward more decentralized forms of government that promises to change their political life in profound ways. The Philippines has decentralized its government through the enactment of the Local Government Code of 1991. This has brought changes to the Philippine governance. The code legislated the creation of local government units such as regions, provinces, cities, and municipalities with which the central government devolved its major power and authority. In this study, an attempt is made to discuss the issues and problems of fiscal decentralization in developing countries, specifically the Philippine experience. A review of the Cadiz City experience substantiates the discussion on decentralization. Taking the case of Cadiz City as a microcosm of the Philippine experience with decentralization as a whole and that of the developing world’s in much broader scale, this study presents an analysis of the realities of fiscal decentralization, which is the core of the devolution program in the Philippines. The data gathered show that although Cadiz City government had been granted the autonomy to manage its own affairs, it remains dependent on grants and allotments from the central government instead of maximizing the fiscal powers being devolved to it, specifically, its revenue-raising power. Moreover, the data on the local government’s allocation of its financial resources during the years 1997-2000 show that it has been efficient in terms of providing basic public goods and services to its constituents but not in terms of empowering the community people to participate in advocacy, decision-making, and other activities of local governance. The data also show that politics played a great role in the implementation of various development programs, projects, and activities.Item Political barter: A study of Makati City's emergency cash relief program and its link to local government legitimacy and incumbent electoral supportBedonia, Roberto S., III (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2022-06)Makati City ramped its pandemic response by implementing its own “Maka-Tulong 5K” cash assistance to its citizens. Although there are extant studies on the political dimension of cash assistance, the proliferation of this one-time provision merits further understanding. The research looked at the relationship between the benefeciaries’ perceived effects of the assistance and their local government’s legitimacy. It also examined the link between assistance received and prospective vote for the incumbent mayor in the 2022 elections. Using a descriptive research design and employing a structured questionnaire to the Slovin-sampled population (n=100) of citizenbeneficiaries, it is argued that positive perceived effects also confer high levels of local government legitimacy. However, facilitation of legitimacy by the assistance received is only at a moderate level as driven by the proximity of the cash effects with respondents’ needs. Moreover, the cash assistance could only potentially deliver incumbent votes. These results and findings were consolidated under ‘the system’s justification theory’ proposing that respondents had the motivation to provide legitimacy due mainly to the Makati government’s well-regarded pandemic response but such legitimation was regulated by the interface of situational-dispositional contextual factors.Item Political participation of the differently abled in the association of disabled persons-Iloilo (ADP-1)Basco, Ellinore Joseph; Pabelico, Rhemia Lee C. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2006-03)The study is done in order to determine how the differently abled in the Association of Disabled Persons in Iloilo (ADP-1) participate in political activities and to examine the factors that influences the extent of their political involvement. The objectives of this study are: (1) to describe the political participatory acts that the differently abled are engaged in, (2) to determine the extent of their participation, (3) to identify the factors that influence their involvement, and (4) to find out the impediments to their political involvement. The study was a descriptive-analytical that made use of survey, focused group discussion and key informant interview. Through stratified random sampling without replacement and proportional allocation, the study involved sixty-five (65) PWDs as respondents. The study made use of Key Informant Interviews to exact the views from different concerned agencies of the government tasked to implement the Magna Carta for the Disabled Persons and the Accessibility Law. Non-parametric statistics was used in data analysis with five point rating and Likert scales measuring the level of awareness, trust, efficacy and extent of political participation. The statistical tools employed to determine the relationship of factors identified to political participation were Cramer’s V, Contingency Table, Gamma and the Spearman’s rank order Rho. The findings of the study showed that large number of differently abled persons is involved with participatory acts such as voting, communal activities and contacting public officials. They opt to participate in activities in consideration to whether it is regularly held, non-costly to participate, accessibility and distance of the activity where it took place, can directly influence the official’s public policy, if specific programs and policies include their welfare and concerns and if activities may caused bodily threat. The majority of the respondents infrequently employed the other participatory acts due to lack of time and opportunities for participation and they also have livelihood to sustain. The findings also showed that most of the PWDs have low levels of political participation. Moreover, educational attainment and the disability of the person were strong predictors of political participation. In addition, awareness of rights, trust in governance and the association as well as political efficacy has a weak though, positive relationship with political participation. Furthermore, the study also confirmed the existence of structural and attitudinal impedances such as negative attitudes towards the differently abled, inaccessibility of voting centers, lack of support or assistance programs and weak implementation of the Magna Carta and Accessibility Law for the differently abled that hinders the political functioning of differently abled persons as citizens and their full integration to the mainstream society. In view of the findings of this study, recommendations of the researchers include the use of special education (SpEd) Centers as voting precincts for the differently abled voters, the active involvement of the ADP-I in local government development programs, creation of the Office for Persons with Disabilities (OPDA). Future studies regarding the involvement of the differently abled in governance should focus on the differently abled women’s situation in development and political involvement or gender issues, and the perception or attitudes of the public towards the competency of differently abled elected officials and voters.Item The role of key actors in the promotion of local community development: The case of KALAHI-CIDSS projects in Janiuay, IloiloBartolome, Carie Fel M.; Sotrina, Emalyn S. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2008-03)This research is centred on the research problem - what are the roles of the key actors in the promotion of local community development in the case of the Kapit-bisig Laban Sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-Cidss) projects in the municipality of Janiuay. Iloilo. Firstly, there is a need to explain local community development in the Kalahi-Cidss projects in Janiuay. Iloilo. Next, the paper proceeds to describe the resources that are being employed in Kalahi-Cidss in Janiuay in order to meet its goals. Then, the paper directs on the description of the roles of the key actors in the Kalahi-Cidss projects in Janiuay, Iloilo. The last objective of this paper is to describe the developmental outcomes brought by the projects to the people of Janiuay. The research problem and objectives of the paper were addressed through desk research, secondary material review, project site inspection, informal interviews with the barangay residents, and key informant interview with the Kalahi-Area Coordinator in Janiuay. The method of triangulation was used to avail more complete and more reliable data with less validity threats. It was found out that the Kalahi-Cidss is the flagship program of the Philippine government in addressing poverty in the country. Its foundation lies on the understanding that when people are empowered, they have the capability to spare themselves from poverty. Resources being employed in order to meet the goals of the project were categorized into proximate and non-proximate interventions. Three barangays in Janiuay were studied. The roles of the key actors in each barangay were described in the paper. The roles of the key actors in the three barangays were compared with each other and assessed in relation to the success of the Kalahi-Cidss projects in each respective community. Key actors involved in the projects were the barangay officials and the local community. The project success and developmental outcomes depended largely on how these two actors collaborated with each other. However, most essential in the actual process was how the former performed their task as leaders of the community. Barangay officials are the initiators of local community development through the Kalahi-Cidss.Item Comparative rural income distribution analysis for Brgy. Punong, Passi City and Brgy. Tubod, Bingawan, 1997Balane, Walter I.; Montemor, Ma. Reina G. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 1999-03)This study was conducted in Brgy. Punong, Passi City and Brgy. Tubod, Bingawan. There were twenty four (24) respondents from Brgy. Punong, Passi City and fourty one (41) from Brgy. Tubod, Bingawan. The analytical tools include the Income Decile, Gini-Coefficient and the Lorenz Curve. It was found out that income earners belonging to deciles in Brgy. Punong, Passi City earn only 24.55% of the total annual household income earned for Brgy. Punong. While the upper deciles (6-10) earn 75.45% of the said income. On the other hand, the income earners belonging to deciles 1-5 in Brgy. Tubod, Bingawan earns 29.93% of the total annual household income earned for Brgy. Tubod, Bingawan. While the upper deciles earn 70.07% of the said income. It was observed that the income earners in the 10th decile earns 1,200% more than the income earners in the first decile in Brgy. Punong, Passi City. On the other hand, the income earners in the 10th decile earns 506% greater than the income earners in the 1st decile income earners in Region VI and Philippines earns 2.2% and 1.7% respectively. In Brgy. Punong, Passi City and Tubod, Binagawan they earn 2.3% and 4.5% of the total annual household income. The bigger percentage share the income earned by 1st decile income earners in Brgy. Tubod, Bingawan is indicative of the barangays' greater advantage vis-a-vis income distribution equality compared to that of Brgy. Punong, Passi City. It was found out that Passi City is Iloilo's highest income earner municipality. The income distribution in Brgy. Punong Grande, Passi City does not however show that high municipality income assures income equality distribution. The Gini-Coefficient ratios further justifies the indirect relationship of high municipal income earned and and income distribution equality. The Gini-ratio of Brgy. Punong, Passi City is 0.3694 while that of Brgy. Tubod, Bingawan is 0.3313. Brgy. Tubod, Bingawan's estimate indicates a greater income distribution equality compared to that of Brgy. Punong, Passi City. Consequently, in the plotting of the Lorenz Curve, the curve for Brgy. Punong, Passi City is farther form the line of perfect equality compared to the one of Brgy. Tubod, Bingawan. The Gini-ratios of the Philippines and Western Visayas in 1997 were 0.4960 and 0.4414 respectively, which are relatively higher than the estimates of the two barangays. This is believed to be caused by sectoral homogeneity, which propose the concept that in areas where there is lack of mobility in the primary source of income, households heads are given less choice to move to another sector. Since both barangays are categorized as rural, although they differ in their extent of dependence to agriculture, the populace were deprived of the choices prided to those in urban areas. Thus, there is poor variety as to sources of income, household head and therefore income itself. Using the logarithmic transformed multiple regression, the following factors were found to be affecting significantly, the distribution of annual household income in Brgy. Punong, Passi City, the number of nonhousehold member contributors (NHM) and the primary sources of income from proffesional work (PSY-PROF). For Brgy. Tubod,Bingawan, three variables resulted to be significant in affecting household income distribution namely; the number of non-household member contributor (NHM), primary sources of income from contributors (PSY-COMP) and highest educational attainment- college level (EDUC-CD). Based on the results particularly on the decile income differentials and factors affecting income differentials, it is recommended that both national and local government should give focus on economic development and not only on economic growth so that vital problems will be addressed. It is important that the government will focus on its Poverty Eradication Program on the welfare of the smallest of the Philippine barangays. It is due time to initiate and maintain community based development projects and other barangay support system to empower the building blocks of the Philippine societyItem Unemployed college graduates' perception of the existing unemployment condition in the countryArroz, Mizpah B.; Duarte, Iris Faye M. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2005-04)The study seeks to know how the unemployed college graduates perceived the existing unemployment condition in the country. Forty-five (45) unemployed college graduates in the town of Miag-ao, Iloilo served as respondents of the study. Majority of them were between 20-25 years of age. Interview schedule was used in gathering data. Data were analyzed using frequency counts and percentages. Results show that generally, unemployed college graduates of Miag-ao, Iloilo have a positive perception that they can find a job. Work experiences, high educational attainment and personal connections were the reasons of respondents that they will be employed in the future. However, steep competition and rigid requirements set by agencies and companies turned out to be the reasons for unemployment. With regard to job preferences, most of the respondents wanted to work in government agencies because it offers more benefits compared to private agencies. It further reveals that working abroad is the best resort for employment. Majority has plans of finding job outside the country for it offers higher salary and more job opportunities than in the country. The researchers recommend that further study be conducted regarding college graduates' perception of the unemployment condition in the country. The Local Government or Non-Government Organizations also in the community could initiate programs or activities that would give these individuals income while they are still unemployedItem A case analysis of the rehabilitation programs of the Municipality of Pavia, Iloilo after typhoon FrankAlvarado, Rejay Y.; Sodusta, Russell P. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2011-05)This undergraduate research entitled A Case Analysis of the Rehabilitation Programs of the Municipality of Pavia, Iloilo after Typhoon Frank presents the different rehabilitation programs implemented by the Local Government of Pavia and their effects to the people of the said municipality. Using three different methods of data gathering and data triangulation, the researchers found out that the LGU of Pavia implemented a number of rehabilitation programs which include human, structural and livelihood rehabilitation. Results, however, show that there is an information gap between the implementers and the receiving end since the people barely recognize or are aware of, or are dissatisfied with the efforts and the performance of the LGU. The results also highlight some of the factors that lead to the vulnerability of the Municipality of Pavia to natural hazards. The analysis, which uses Piers Blaikie’s Release of Pressures Model, entails the ways by which the vulnerabilities of the municipality will be solved and eventually progress to safety. The researchers’ recommendations include suggestions for improvement based on the thematic areas of the Hyogo Framework for Action: governance; risk assessment; knowledge and information; risk management and vulnerability reduction, and, disaster preparedness and response.Item Socio-economic conditions and LGU responses to urbanization of the municipalities of Leganes, Oton, Pavia, and San Miguel before and after the formation of Metro Iloilo-Guimaras Economic Development Council (MIGEDC)Acosta, Mabelle E.; Basister, Wina Irah D. (Division of Biological Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2013-03)Urbanization is a process which promotes economic growth and development. On the other hand, it has its corresponding externalities spilled over from the urban areas to the adjacent locales. One of the management strategies used by the local government units (LGUs) in order to address the overwhelming consequences of urbanization is alliance formation. Limited studies were conducted to establish socio-economic contributions of urbanization to the suburban areas. This study aims to describe and compare the socio-economic condition and LGU responses to urbanization of the municipalities of Oton, Leganes, Pavia, and San Miguel before and after the formation of Metro Iloilo-Guimaras Economic Development Council (MIGEDC). The result of the study showed that there is a need for greater collaboration in various areas such as: land use management in accordance to each municipality’s special functional role; water and energy management to foster economies of scale, health services since the pressing problem of air pollution excludes no one; public safety services to establish a functional disaster and crime prevention system; environmental management for sustainable development; infrastructure services for complementary plans and projects; and investment opportunity promotions. Communication and education services need not be further integrated when it comes to managing the externalities of urbanization in Iloilo City.
