    The Margarico family: Political elite of Janiuay, Iloilo, Philippines

    This is a descriptive study of the Margarico as a political elite in Janiuay, Iloilo. The study was conducted using interview guide questions for key informants and archival research in gathering pertinent data. The research aims to (1) to identify the reasons that propels the Margarico family to seek political power in the municipal politics of Janiuay, Iloilo; and, (2) to identify the factors that enable the Magaricos to capture political power. The study found out that societal responsibility and public service are their prime reasons in seeking for political power in the municipal politics and that the socio-economic background of the political family is not the prime factor in their access to political positions. There are other factors that can account like good public reputation and good tract of records as public servant.

    Electoral campaign of mayoral candidates of Leon, Iloilo in the 1992 election

    This is a descriptive study of the electoral campaign of the six mayoral candidates of Leon, Iloilo in the 1992 election. The 1992 Leon mayoral candidates were Romulo Cabana, Neri Cabsaba. Alejandro Caelian. Jaime Calosing. Rodolfo Camarista and Ismael Candolada. This study aims to present a profile of the 1992 Leon mayoral candidates: to determine the campaign resources; to analyze the campaign organization and the campaign strategies of the mayoral candidates during the electoral campaign: to analyze the voters' choice and perceptions of the 1992 Leon mayoral electoral campaign; and, to analyze the electoral campaign of the mayoral candidates in the 1992 election in Leon. To satisfy these objectives, the researcher interviewed the mayoral candidates, some of their family members, their campaign staff and/or their representatives. A questionnaire was also formulated and was administered to the respondents. The findings of the study reveal that almost all of the mayoral candidates came from prominent families. Most of them came from the upper-middle class families except for Cabana and Cabsaba who considered their family as belonging to the lower class. Except for Romulo Cabana, all mayoral candidates in the 1992 election in Leon were college graduates. Except for Calosing and Camarista all four mayoral candidates had ran for an elective office prior to the 1992 election. The campaign resources, particularly the material resources of a candidate were the determining factor in the success of his electoral campaign. It was also found out that most of the mayoral candidates have no formal structural organization in their electoral campaign except for Cabana and Calosing. Campaign strategies common among the mayoral candidates were holding of caucus in the barangays, distribution of leaflets, stickers, sample ballots and posting of streamers and other campaign materials. Character assasination and mudslinging were also present in the campaign. Voters were more interested in the personal issues raised against the mayoral candidates than their proposed programs of government or public concerns. They (voters) voted for the mayoral candidate based on the latter's personality or personal attributes. Personalities are more remembered than social and political issues. Although there was vote-buying in the 1992 election, the mayoral candidates and the voters themselves considered it peaceful and orderly due to the absence of violence.

    The dynamics in the patterns and changes of party affiliation of municipal candidates in the last three local elections in Barotac Nuevo, Iloilo

    This is a descriptive study on the party affiliation of municipal candidates in Barotac Nuevo, Iloilo. More specifically, this study attempted to determine the relevance of party affiliation and to analyse the dynamics in the patterns and changes of party affiliation of municipal candidates. A personal interview was conducted to a sample of informants. The study reveals that the relevance of party affiliation is mostly for convenience, organized campaign programs and financial support; the personality-oriented politics dominated the political arena of Barotac Nuevo that nobody can influence the victory of a candidate but his own self; that municipal candidates stay in the same political party because of personal relationships, convenience, a good leadership and it is an administration party; that the change of party affiliation was caused by the candidates’ ambition to hold public office, to progress in their political career, personal grudges and discontentment of other party-mates and convenience; that what greatly influenced the candidates to win is their personality and not on whether they remain or change their party affiliation; and that it is difficult to run independently if the candidate lacks the money, the fame and the personality to meet the demands of the voters.

    Status of online selling in Iloilo City

    From the advent of the Internet now comes its commercialization. E-commerce has emerged under which online selling is classified. This is a descriptive study which used survey interviewing method in order to assess the status of online selling in Iloilo City. In the process of data gathering, the snowball sampling was used in determining the respondents. Supplemental data from Department of Trade and Industry (DTI) - Iloilo, Bureau of Internal Revenue (BIR.) - Iloilo and Business Licensing and Permit Office (BPLO) of Iloilo City were also gathered for reference. Major findings of the study show that the number of online sellers in Iloilo is growing since 2010 and these sellers use social networking sites and online classified ads site for online selling. The result of the study also shows that online sellers are not fully aware of the laws that affect online selling and the aforementioned government agencies lack regulation over the said form of business. The researchers discern the need for policy convergence just as digital convergence is occurring.

    Factors affecting compliance of Iloilo City jeepney drivers (Molo via City High and Jaro Mandurriao) with anti-smoking ordinance: An assessment of Local Government Unit (LGU) ordinance implementation

    The study sought to determine the factors affecting compliance of Iloilo City jeepney drivers to the anti-smoking ordinance, as well as assess the implementing mechanisms of the LGU in enforcing the said ordinance. Forty three (43) jeepney drivers plying two routes served as the respondents of the study, seven drivers from the Molo via City High route and thirty six respondents from Jaro Mandurriao. Likert scales were used to measure the respondents’ level of awareness regarding the ordinance and level of perception of legitimacy of authority. On the other hand, rating scales were used to rank the respondents’ reasons for compliance to the anti-smoking ordinance. Results showed that age and educational attainment do not affect the level of awareness and perception of legitimacy of authority of the jeepney drivers. Furthermore, the primary reasons for the jeepney drivers’ compliance to the anti-smoking ordinance were their level of awareness of the ordinance, the P300.00 fine for violators, confiscation of driver’s license and the presence of the Anti-smoking Task Force. Results showed that the implementing mechanisms employed by the LGU were effective.

    The operation of the Lupon Tagapamayapa in selected barangays of Jaro, Iloilo City

    This research analyzes the efficiency of the operation of the Lupon Tagapamayapa in selected barangays of Jaro, Iloilo City. Its objectives cover analysis of aspects of the operation of the lupon within the area, such as the adequacy of knowledge that the members of the lupon have regarding amicable settlement procedures, the adherence of the lupon to the functions set by the Katarungang Pambarangay Law, the settlement cases handled by the lupon within the area and the results of these disputes and the problems encountered by the lupon in its operation. This study showed that majority of the Lupon members have inadequate knowledge regarding the operation of the Lupon and lacks the necessary knowhow in the implementation of amicable settlement in the area. Majority of the lupon in the area failed to meet the second function set by the law which is to conduct monthly meetings. The research also pointed out the deviations committed by the lupon in enforcing amicable settlement. The problems of the lupon deal mostly with the lack of financial support extended to them by the government.

    The institutional performance of the Roxas City Local Government Unit in Diwal conservation based on the localization mechanisms of Philippine Agenda 21

    The study sought to describe the institutional performance of the Roxas City Local Unit in Diwal conservation based on the localization mechanisms of Philippine Agenda 21. Specifically, it aimed to determine the following: (1) Roxas City LGU’s employment of the localization mechanism of Philippine Agenda 21 in Diwal conservation; (2) results of the performance of the Roxas City LGU in the actual conservation of Diwal; and (3) constituency evaluation regarding the Diwal conservation policy. The objectives were met through archival research and survey research with the protagonists like the Mayor, Vice Mayor, Sangguniang Panlungsod members, DA employees, and City Fisheries and Aquatic Resource Management Council members, and with the residents of Barangay.Punta Cogon Roxas City as respondents. It is found out that the protagonists generally have a positive attitude regarding the Diwal conservation efforts attributable to the nature of their jobs, to the immediate benefits that the Diwal project provides, to the status of Roxas City as the Seafood Capital of the Philippines, and to what Kaase and Newton refer to as lifestyle/new politics. Statistical and information facilities employed are found to be sufficient. At present, eight local legislations that have been formulated and implemented by the SP and CFARMC members are found to manifest the sustainable development of the Diwal. Moreover, there is an existing structure of multi-stakeholdership of the public authorities, DA employees, CFARMC members, and the Roxas City Diwal divers, which is consistent with the basic principle of collective choices and responsibility towards the realization of sustainable development goals as espoused in PA 21. The operationalization strategies employed in Diwal conservation were found and an ample amount of money has already been spent for the Diwal conservation efforts. Furthermore, it was also found out that there is a significant increase in the number of programs and trainings conducted from the year 2004 to 2005, manifesting a growing concern for the Diwal project. Development reports have been documented but were not communicated to larger institutions. Data shows that there is a remarkable revival in the Diwal industry. Constituency evaluation also shows that they are generally satisfied. The research findings showed that the Roxas City Local Government is effective in its substantial localization of the PA 21 concept of sustainable development applied in Diwal conservation. It was able to revive the Diwal stock, and was able to elicit positive reactions from its constituents. Thus comparative advantage, more legislations regarding the areas of tourism, export, quality of Diwal industry, and uphold the rights and welfare of the basic sectors which are the Diwal divers. In addition, strengthening of the basic sectors enhancing their leverage capabilities should also be pursued.

    An examination of the role of the local government and non government organizations in the management of the Northwest Panay Peninsula low-elevated forest

    The study tries to examine the role of the Local Government Units (LGUs) and Non-Government Organizations (NGOs) in the implementation of Philippine forest policy in Northwest Panay Peninsula Low-elevated Forest. The municipal government of Pandan, Antique collaborates with the Department of Environment and Natural Resources to introduce community-based forest management. The NGOs on the other hand help in the sourcing of funds for forest conservation projects and of linking local communities with the market. The present study suggests that local government units, NGOs, and other external agents should have more clearly defined rules in forest resource management.

    An analysis of fiscal decentralization: The case of Cadiz City, Negros Occidental

    Decentralization has been an issue in the late twentieth century. Developing countries have shifted toward more decentralized forms of government that promises to change their political life in profound ways. The Philippines has decentralized its government through the enactment of the Local Government Code of 1991. This has brought changes to the Philippine governance. The code legislated the creation of local government units such as regions, provinces, cities, and municipalities with which the central government devolved its major power and authority. In this study, an attempt is made to discuss the issues and problems of fiscal decentralization in developing countries, specifically the Philippine experience. A review of the Cadiz City experience substantiates the discussion on decentralization. Taking the case of Cadiz City as a microcosm of the Philippine experience with decentralization as a whole and that of the developing world’s in much broader scale, this study presents an analysis of the realities of fiscal decentralization, which is the core of the devolution program in the Philippines. The data gathered show that although Cadiz City government had been granted the autonomy to manage its own affairs, it remains dependent on grants and allotments from the central government instead of maximizing the fiscal powers being devolved to it, specifically, its revenue-raising power. Moreover, the data on the local government’s allocation of its financial resources during the years 1997-2000 show that it has been efficient in terms of providing basic public goods and services to its constituents but not in terms of empowering the community people to participate in advocacy, decision-making, and other activities of local governance. The data also show that politics played a great role in the implementation of various development programs, projects, and activities.

    Political barter: A study of Makati City's emergency cash relief program and its link to local government legitimacy and incumbent electoral support

    Makati City ramped its pandemic response by implementing its own “Maka-Tulong 5K” cash assistance to its citizens. Although there are extant studies on the political dimension of cash assistance, the proliferation of this one-time provision merits further understanding. The research looked at the relationship between the benefeciaries’ perceived effects of the assistance and their local government’s legitimacy. It also examined the link between assistance received and prospective vote for the incumbent mayor in the 2022 elections. Using a descriptive research design and employing a structured questionnaire to the Slovin-sampled population (n=100) of citizenbeneficiaries, it is argued that positive perceived effects also confer high levels of local government legitimacy. However, facilitation of legitimacy by the assistance received is only at a moderate level as driven by the proximity of the cash effects with respondents’ needs. Moreover, the cash assistance could only potentially deliver incumbent votes. These results and findings were consolidated under ‘the system’s justification theory’ proposing that respondents had the motivation to provide legitimacy due mainly to the Makati government’s well-regarded pandemic response but such legitimation was regulated by the interface of situational-dispositional contextual factors.
