Item Awareness and practices of the military in upholding the human rights of political prisonersCalawod, Zeeba Grace B.; Estaris, Rubie Rizza F. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2005-03)This research study is on the awareness and practices of the military in upholding the human rights of political prisoners. The main objective of the study is to determine the military’s and political prisoners’ awareness of the concept of human rights and how are these rights upheld and reflected in the practices of the military in dealing with political prisoners. The purpose of this study is to correct the common notion of the Filipinos on the violent and abusive culture of the military carried over by the Martial Law era to the present dimension. Descriptive research design was the method used in the analysis of the results. Thirty (30) military men from the 47th Infantry Battalion were selected using the lottery sampling. The second set of respondents, the political prisoners were determined through purposive sampling, all of them detained in jails within the Region Six were individually visited by the proponents of this study. A set of 48-item questionnaire was distributed among the two groups of respondents. As for the political prisoners, an interview was conducted prior to the introduction of questionnaires to extract their own concept of human rights. The group interview with the military was done across ranks. One group was composed of three highest ranking officials assigned in the battalion and the other three were military men with three lowest ranks in the hierarchy. The results revealed that the military possessed a higher awareness on the concept of human rights compared to the political prisoners. The military’s high awareness was brought about by the rigid human rights training programs facilitated by the Armed Forces of the Philippines and other human rights advocate groups, and their significant educational background (a least two years of college education). The political prisoners on the other hand acquired their awareness from the popular education (“Pagtu-on”) they have received before joining the anti-government movement, and also from the human rights advocate groups they have met during their detention. Their limited or low awareness was explained by their lack of formal education (most of them were not able to finish elementary education). The military’s high awareness was reflected on the manner they deal with insurgents especially during their counter-insurgency operations. Most of the Human Rights violations experienced by the political prisoners happened during the detention phase of their imprisonment (i.e. unsanitary and overcrowded detention cells, inadequate food, and no free medical assistance) are upshots of insufficient budget from the government since the Bureau of Jail Management and Penology is not on the top priority of the administration. The Philippine Society is confronted with more vital problems that need more attention by the government, problems that are more critical than contemplating on the welfare of what the public would call the outlaws. The researchers recommend that the military officers should instill t their subordinates the importance of the concept of human rights and the LGU should allocate sufficient funds for the maintenance of the detention centers to safeguard the welfare of the political prisoners.Item Youth perception towards EDSA II and their willingness to participate in political activitiesAblanida, Ligaya A.; Deadio, Dyan S. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2003-03)This study is a correlational study on the Perceptions of the Youth towards EDSA II and their Willingness to Participate in Political Activities. The study was conducted among one hundred fifty-three (153) randomly selected third year and fourth year high school students from Central Philippine University and West Visayas State University. The results of the study showed that the youth have a positive perception towards EDSA II and have a high level of willingness to participate in political activities. There is a linear relationship between youth perception and willingness. Results revealed that factors such as sex, religion and school orientation do not influence youth perception towards EDSA II. The study concludes that there is indeed a relationship between the youth perception towards EDSA II and their willingness to participate in political activities. However, the factors identified in this study do not have a bearing on youth perception towards EDSA II. The researchers recommend further studies should be conducted, which involved the participation of youth in any governmental matters.Item The political career of Mayor Romulo Cabana of Leon, Iloilo (1992-2001)Andrada, Ed Nathan; Torrijos, Richelle Paul (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2001-04)This is the study on the political career of Romulo C. Cabana, a three-term municipal mayor of Leon, Iloilo (1992-2001). The objectives of the study were: to trace Romulo Cabana’s ascendancy as the top executive of the Municipality of Leon, which includes his inherent qualities, political affiliations, socio-economic position, educational background and strategies that led to his election as mayor; to assess Mayor Cabana’s political philosophies and leanings, and; to make a comparison between the programs of the Municipal Government and what were accomplished. To achieve these objectives, the researchers used the following methods: an archival research, which includes materials contained in the different agencies of the local government, and the local library of the Municipality of Leon; interview with key informants, which includes the mayor himself and a number of local constituents who have the knowledge and experience associating with Mayor Cabana. The researchers have found out, that as a political leader, Romulo Cabana, has inherent qualities and characteristics that led his career to a three-term mayor of the Municipality of Leon. He has the willingness to serve his constituents, especially those who are less fortunate in the society. His socio-economic background had further induced and strengthened his cause for the “masa” or the ordinary people. Mayor Cabana’s political career had once proved that, political strategies and affiliations were secondary if not only to serve as a background to public service and societal responsibilities. With his career he also proved that experience and practicability is more worth than the highest educational attainment or status. With his unique political repertoire and humanistic charisma, many of his constituents in Leon had described him as the most “loved,” and the most respected municipal mayor in Leon to date. And with few critics on the opposite side, Mayor Cabana did his job steadfastly with a vision for growth and development of the Municipality of Leon.
