Item The political career of Mayor Ludovico C. Cabardo of Leon, IloiloCaimoso, Joemarie C. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2002-03)This is a study about the political career of Atty. Ludovico C. Cabardo, who served as the Mayor of Leon, Iloilo, from 1960-1963, 1971-1986, 1988-1992.This research aims to: 1.) Determine the reasons and circumstances that made Atty. Cabardo enter politics, 2.) Know the factors that affected his entire career, 3.) Find out the problems and difficulties that he encountered during his terms as a mayor and his strategies on how to handle them, and 4.) Find out his achievements and to evaluate their importance to the people of Leon, Iloilo. The researcher interviewed key informants and other people knowledgeable about this topic. It was found out that Atty. Cabardo had been influenced by other politicians to enter politics aside from the fact that he wanted to serve the people of Leon, Iloilo. Several factors led to his victory in the elections. He had effective political resources, efficient campaign strategies and good reputation. He also came across problems regarding health, education livelihood and insurgency during his political career. His main projects during his administration were roads, bridges, school buildings, health centers and other programs that alleviated the condition of the people in Leon Iloilo.Item The effectivity of the Sangguniang Kabataan (SK) in empowering the youth through public policy making in the Municipality of Tibiao (1996-2002)Begaso, Dianna Fe Y. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2003-03-27)This study aims to discuss the effectivity of the Sangguniang Kabataan in empowering the youth through public policy-making in the Municipality of Tibiao, Antique (1996-2002). The objectives of the research include the identification of the programs and activities initiated by the six (6) SK Chairpersons and the Federation President during their six-year term, and to discuss their performance as local legislators. Through this, the researcher may ascertain whether the SK in the Municipality of Tibiao is effective in empowering the youth through public policy-making. The respondents in the research include the members of the Sangguniang Bayan of the municipality, composed of the vice mayor and eight (8) legislative council members, and the Association of Barangay Council (ABC) president and all the members of the Sangguniang Barangay composing of the Barangay Captain and the seven (7) council members. The instrument used in this study is an open-ended questionnaires divided into two major parts: (a) activities and programs of the SK in the intellectual, political, and economic, social and cultural, moral and spiritual, and physical aspects, (b) the performance of the SK concerned as local legislators. The discussion of the legislative performance of the 6 SK Chairpersons and the Federation President is limited to the perception of the members of the Barangay and Municipal Legislative Councils. The major findings of the research are primarily based on the written responses of the respondents mentioned. The researcher found out that in the six-year term (1996-2002) of the SK concerned, their effectiveness focused mainly in the socio-cultural and physical aspects. Participation of the youth in the making of public policy is poor and inactive. As legislators, they initiated a limited number of resolutions constituting to their ineffectiveness. There were three reasons that had been identified by the researcher, which hampered the SK performance, namely: academic obligations in school, lack of coordination among members (weak organization), and limited support from the Barangay and Municipal Legislative Councils. In general, the six (6) SK Chairpersons and the Federation President in the Municipality of Tibiao, Antique is ineffective in bringing empowerment to their constituents through public policy.Item Punjabi Indians in Iloilo CityAcosa, Jenelie A. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2006-03)Punjabi migrants can be found in the various parts of Iloilo City. They have been part already of the lives of many Ilonggos. A study concerning them would help the Ilonggos understand these people better. This would also be valuable in the promotion of harmony and understanding between these migrants and the Ilonggos. Furthermore it would also bridge the gap that existed between these two groups of people. This study is about Punjabi migrants in Iloilo City. It focuses on the factors that influenced them to move to Iloilo City, their life, future prospects as well as difficulties encountered and adjustments taken in their stay in Iloilo City. Specifically this study attempts to a) gather basic information about Punjabi migrants in Iloilo City b) identify and discuss the factors behind their migration to Iloilo City c) determine the difficulties encountered by these migrants and the adjustments they have taken to cope with these difficulties that they have encountered d) describe their life in Iloilo City e) determine the prospects regarding their business and back migration. The study made use of the library-research method as well as individual and group interviews of both Punjabi migrants and selected Ilonggo informants in order to meet the objectives of this study. Several factors influenced the Punjabi migrants to move to Iloilo City. Some of these factors can be attributed to their place of origin. These factors include: lack of economic opportunities, hesitance to go into farming, unfavorable living conditions, and limited community amenities. On the other hand, there are factors that can be attributed to their place of destination, Iloilo City. These factors include: presence of friends and relatives, better economic opportunities and availability and accessibility to community services. In Iloilo City, they encountered difficulties that they were able to adjust. They engaged in the business of peddling and lending for them to earn their living. They still preserve some of their own customs and practices identifiable to them, although they are now living in Iloilo City. In the future, they would like to expand their business, and they would like to entertain the possibility of back migration.
