Item Vulnerability to natural hazards of households in the coastal Barangays of New Washington, AklanBulacan, Nirvana Dominique F.; Carillo, Shelica Cheyene T. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2015-06)Natural phenomena such as typhoon, flood, storm surge, sea level rise and coastal erosion are some of the natural hazards that affect the world especially the coastal inhabitants. In line with this, coastal inhabitants are considered the most vulnerable to natural hazards. This study explores the vulnerability and socio-economic factors affecting it. This study aims to determine the extent of vulnerability to natural hazards of households in coastal barangays of New Washington, Aklan. Vulnerability Index (VI) was used to measure vulnerability in terms of natural hazard exposure, sensitivity and adaptive capacity. While, Vulnerability as Expected Poverty (VEP) was used to determine socioeconomic factors that may affect vulnerability. The VI results to low vulnerability of households. Whereas, VEP determined some socio-economic factors that statistically affect vulnerability in terms of per capita consumption expenditure such as highest educational attainment and employment in agriculture or industry of the household head, land ownership, number of family members and income per capita.Item Conservation values of selected Bacolod City High School students for coral reefs in Sagay Marine Reserve, Negros OccidentalBocario, Sydney B.; Togonon, Celina C. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2016-06)Most studies on economic valuation take household heads as respondents since they earn money for the family and usually make most of the decisions. Other sectors of the society, especially the students or members of the youth, are rarely involved in these kinds of studies. Contrary to popular practices, this study considered the youth, particularly high school students, as the respondents of the survey. Through stratified and systematic random sampling, 400 respondents were chosen from five public high schools. Data was gathered from 80 students per school through a group administered survey. A protocol for a group-administered survey was constructed in order to ensure that data is collected in an unbiased, organized and systematic way. The willingness-to-pay of students in public high schools in Bacolod City for the conservation of the coral reefs in Sagay Marine Reserve (SMR) amounted to Php 3,156,894.02, per month. The selected mode of payment was through student government collection. The top reasons for their decision to pay were because of existence values, altruistic motive, and bequest value. Some of them were not willing to pay because they lacked funds, they did not trust the government, and/or they believe that the residents in coastal areas were the main reason why the resource is depleting. The factors that affected the students’ willingness-to-pay were price bid, household size, monthly income and perceived importance. This study found that high school students can contribute resources either in money or in-kind, and in fact the monetary WTP was within their capacity and cash received. This study may be significant to the youth by amplifying their roles in the conservation of natural resources. The methods employed in this study may also benefit future researchers and policy implementers.Item Issues of multi-actor collaboration in the fisheries sector: Localization of post-Yolanda rehabilitation frameworks in Roxas City, CapizBisan, Flora May D. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2015-05)As a calamity without peer, typhoon Yolanda can be perceived as an event that brought about a challenging political landscape for Northern Panay communities. The extent of the damage incurred from the typhoon in 2013 stimulated large-scale rehabilitation activities from multiple actors which entailed two things: first is the evolution of the functions of government agencies for the fisheries sector and second is the introduction of non-government actors in the playing field. Local Government Units and civil society organizations are important political institutions because of their direct contact with the community making them the immediate responders during emergencies. However, Yolanda tends to unmake these political institutions as they face challenges with resources and program skills in fulfilling their mandates for rehabilitation. Using available secondary data, key informant interviews and focus group discussion, the study examines how the post — Yolanda Rehabilitation Frameworks are localized by these actors in carrying out their rehabilitation programs to restore the livelihoods of the affected individuals in the fisheries sector in Roxas City, Capiz. The study analyzes localization by examining the changes in the roles of government agencies on the fisheries sector and by looking into the extent of collaboration of multiple actors involved in rehabilitation through an integrated theoretical framework based on the Structural - Functional Theory by Talcott Parsons (1961) and the Levels of Community Linkage Model developed by Teresa Hogue (1993). This study provides a picture on how rehabilitation after Yolanda is presently being carried out by both the government and non-government actors which has critical implications for the recovery of client fishers.Item Pag-amlig kang dunang manggad: An analysis of the protected area management practices in the Northwest Panay Peninsula Natural Park (NPPNP)Biadora, Edison N., Jr.; Elizada, Glenn Cymark E.; Laging, Stewart E.; Salgado, Cielo (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2023-07)There is growing evidence that despite the government's efforts to preserve and conserve the Philippines' forests through implementing the Protected Areas (PA) System, threats to natural resources continue to rise. There is also a continued decline in the number of endangered species. There is thus a disconnect between efforts in establishing PAs and the increasing biodiversity loss, prompting government implementers, scholars, and NGOs to rethink and reevaluate their efforts against these threats. Our study investigated the case of the Northwest Panay Peninsula Natural Park (NPPNP) to identify and analyze the preservation and conservation strategies implemented by institutional and non-institutional actors and assess their effectiveness in response to the emergence of human-induced threats. To achieve these objectives, the researchers utilized an adapted METT-4 questionnaire supplemented by key informant interviews (KIIs), focus group discussions (FGDs), and document analysis to analyze the overall effectiveness of PA management. Data from management institutions and other organizations was utilized to scrutinize the emergence of human- induced threats vis-a-vis conservation and preservation strategies. Our study revealed that preservation and conservation measures employed by institutional and non- institutional actors do not translate to a reduction of human-induced threats in NPPNP. The overall result further implies that the NPPNP is currently targeted for the exploitation of natural resources for commercialization purposes.Item Diversity and population structure of sea cucumber species in Taklong Island Marine Reserve, GuimarasBearnod, Christine F. (Division of Biological Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2014-04)The increasing demand of sea cucumbers in the market leads to the global exploitation of this animal. Marine reserve protects the marine biodiversity and teaches the people in the communities to manage their marine resources wisely. This study examined the diversity, species characteristics and population structure of sea cucumbers in five sites around Taklong Island Marine Reserve namely, Binabaywan, Kalirohan, south side of 2nd sandbar, north side of 2nd sandbar and Tarakpan. The species composition and abundance were determined through transect walks and plot along transects. Sea cucumber density was estimated by randomly positioned 1 square meter plots in each site. There were 11 sea cucumber species found. There were 9 species under Order Aspidochirota all in 1 Family Holothuriidae and 2 species in Order Apodida in 1 Family Synaptidae. A total of 64 individuals were sampled in 5 sites. The most widespread and the dominant species was the non-commercially valuable Synapta maculata (n = 32) followed by the low-value Holothuria pulla (n = 9) and Holothuria atra (n = 8). Kalirohan had the most number of species (Σs = 6) and individuals of sea cucumbers. The low number of holothurian species encountered in the Marine Reserve might be due to the limited sites surveyed, cryptic behaviour of the species and the possibility of poaching in the area.Item An examination of the role of the local government and non government organizations in the management of the Northwest Panay Peninsula low-elevated forestBayquin, Sheila M.; Solidum, Fervilynn L. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2002-03)The study tries to examine the role of the Local Government Units (LGUs) and Non-Government Organizations (NGOs) in the implementation of Philippine forest policy in Northwest Panay Peninsula Low-elevated Forest. The municipal government of Pandan, Antique collaborates with the Department of Environment and Natural Resources to introduce community-based forest management. The NGOs on the other hand help in the sourcing of funds for forest conservation projects and of linking local communities with the market. The present study suggests that local government units, NGOs, and other external agents should have more clearly defined rules in forest resource management.Item Fishermen's Association of Malalison Island: Its role in managing the fishery resourcesBanagodos, June Arthur; Santotome, Jan (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2001-04-01)This study, describes the evolution of FAMI as a fishery association and the role it played in the management of the fishery resources. Objectives of this study are: (1) to describe the emergence of the FAMI organization in the island barangay of Malalison, Culasi, Antique; (2) Document the support it obtained from government and nongovernmental partner organizations (i.e., SEAFDEC, PROCESS and the LGU); (3) to analyze the members’ understanding of, and participation in the collective management of fishery resources in Malalison Island; (4) to identify the changing roles assumed by FAMI members with regards to the sharing of management authority and responsibilities with government and other institutions for the management of fishery resources, and; (5) to analyze the ways by which FAMI activities can further contribute to the local community. FAMI effectively co-manage coastal fishery resources. This organizational activity also helps in the improvement of the living conditions of the small-scale fishers as well as decelerates the rapid depletion of the marine resources. Despite substantial trainings/seminars (pertaining to organizational strengthening, cooperative management, etc.,) FAMI members received from partner organizations, the association has problems on organizational matters, specially when partner organization SEAFDEC AQD formally turned over the full responsibility in managing the fishery resources to FAMI. This problem can be attributed to people’s attitude towards fellow member-fishers. People tend to look at NGOs or development programs as source of grants. The dole-out mentality of the people in marginalized communities such as Malalison is very prevalent. Interest in the program is not on how to sustain their development initiatives but more on how to survive and secure themselves first. The spirit of cooperativism is lost.Item Vulnerability and adaptation to sea level rise of coastal communities in San Jose, Antique an application of contingent valuation methodBaltazar, Christina C.; Mojica, Mariane Daiseree P. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2016-06)San Jose, Antique is a coastal municipality that is already experiencing manifestations of sea level rise, most visibly evident in coastal erosion, increased frequency of flooding, and higher storm surges. Sea level rise is a problem that affects the societal, economic, and environmental condition of coastal communities. It poses threats to life, property, and livelihood thus making these coastal communities vulnerable. To address their vulnerability, planned adaptation is the most practical option. Employing contingent valuation method, this study aims to determine the willingness-to-pay of coastal communities for a planned adaptation program that will address sea level rise. This study also aims to identify the adaptation measures that coastal communities of San Jose, Antique currently employ. Results show that the adaptation measures currently employed by the coastal communities of San Jose are autonomous, such as putting up sandbags, constructing bamboo corrals, and evacuating. These adaptation measures are stopgap solutions, which offer short-term protection only. It was seen, moreover, that overall, participants are willing to pay for a planned adaptation program. This suggests that funds may be raised for a planned adaptation program, which may be done through mobilizing the willingness-to-pay of the people. Measures to tap this potential should be explored by various groups, especially the local government unit of San Jose, Antique.Item Implementation of marine-protected area in San Jose, Antique: A social analysisAzucena, Jessa Veeh B.; Moreno, Rosano Carlo P. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2010-04)This study was designed to evaluate the marine protected area (MPA) implementation in San Jose, Antique using socio-economic and governance indicators. Data were gathered through personal interview of fishers using an interview schedule and focus group discussion (FGD) with selected participants from the municipal government and barangays. A total of 125 fishers were chosen from the four barangays affected by the MPA, namely: Brgy. 3, Brgy. 4, Brgy. Madrangca and Brgy. Funda Dalipe through systematic random sampling. The results showed that the presence of the MPA have not made a significant change in the income of the fishers. Fishers believed that fish abundance and fish catch is relatively higher in 2003 compared to the present. Marine resources are highly valuable to the fishers since it is their source of income (64%) and food (33%). They also believed that the resources are already depleted (51%) due to uncontrolled fishing (28%). In addition, the management plan was not followed. There was no specific budget intended for MPA. There was a low degree of participation and stakeholder empowerment. Also, it was observed that though most (91%) of the fishers were aware of the MPA, there was less involvement in MPA activities, particularly of the fishers from Brgy Madrangca, Brgy 3, and Brgy. 4. To improve the MPA management in the area, there should be provision of income diversification program in the coastal barangays, proper information dissemination, a specific budget intended for the MPA and involvement of all the affected barangays.Item Economic analysis and adaptation measures of small-scale aquaculture in Roxas City, CapizBaes, Marla May A. (Division of Social Sciences, College of Arts and Sciences, University of the Philippines Visayas, 2015-06)This research was conducted to find out the contribution of the aquaculture industry to the city and to the small-scale farmers of Roxas City. It also determined the socio-economic impacts brought by the hydrometeorological events and identified the adaptation measures employed by the local government and the aquaculture operators. This study used cost and returns analysis, market based approaches and OLS regression to analyze the data gathered from the 187 small-scale milkfish, mussel, and oyster farmers in Roxas City. The findings showed that the aquaculture industry significantly contributed to revenue, employment, production and profit. However, the industry was affected by hydrometeorological events which brought about significant damage cost. Most of the aquaculture operators employed various adaptation strategies to cope with these hydrometeorological occurences. Some of them, however, did not find it necessary to adapt because either they do not have enough money to finance adaptation strategies or they perceive that the impacts are not that significant. This study recommends that the government should provide other alternative climate-resilient livelihoods to the small- scale operators. It should also employ sustainable adaptation measures aside from providing trainings and seminars about aquaculture operation such as by integrating climate change adaptation techniques to aquaculture farming.
