    The effects of government agencies and industry-initiated interventions in the loomweaving industry in Miagao, Iloilo 1995-2000

    The study aims to determine the effects of the government agencies/industry-initiated interventions to the loom weaving firms/industry in Maig-ao, Iloilo: 1995-2000. In-depth interviews with the respondents was done based on the five areas of business development: organization/management, managerial, techno-production, marketing and financial, to determine the effect of the government agencies/industry-initiated interventions to the loom weaving firms/industry. Several activities were conducted to the loom weaving firms/industry based on their needs as determined in the Training Need Assessment Seminar/Workshop conducted by the Department of Trade and Industry and other assisting agencies. Firms successfully learned from the training/seminars and consultancies conducted to them; however, applications were limited because of the lack of resources. The absorptive capacity of the firm owners/weavers was also a problem that is why their learning from the training/seminar and consultancies showed limited applications. There exist the Katilingban sang Manughabol sa Iloilo of which some firms were members, but industry-initiated interventions were limited. Financial assistance from the private entities through the association was availed by the firms. Increased in sales, income, employment and investment was gained by the firms/industry as shown in the records and reports made by the agencies assisting them for the last five years (1995-2000).

    The development of the aquaculture industry in the Philippines: 1970-1998

    This paper presents and discusses the development of the aquaculture industry in the Philippines, the government policies, and the different factors that may have contributed to this. The aquaculture sector has been prioritized by the Philippine government from the 70's up to the present, viewing it as an integral component in country’s aim to attain economic development through the industry’s perceived positive impact on the communities where these activities take place. The study, however, found out that a closer look at tins so- called impact reveals that not everybody benefits from it. It was found out that the gains that aquaculture brings to these communities are only enjoyed by a selected few. The study also found out that the goals of increasing food supply and generating employment were not attained, at least in the view of the people living nearby these areas. The goal of generating foreign exchange is fulfilled, however, this only benefits an elite social group. These problems are attributed to the weaknesses of the social, political, and economic structures of the country and the loopholes in the design implementation, monitoring, and evaluation of the policies and programs adopted by the government.
