This is focused on three factors namely, organizational learning, collaboration and socio-economic status. The study is conducted by comparing the municipalities of Guimbal and Tigbauan in terms of their organizational learning, collaboration and socio-economic status as well as their responsiveness and preparedness in dealing with typhoons, flooding, and drought as the major impacts considered in this study.
